医养结合健康养老体系的构建性研究——以发展型社会政策的分析视角

【摘要】：医养结合健康养老是我国老龄化事业持续发展的产物,体现着社会的包容与人文关怀,是福利政策的积极化转向,代表着发展型社会政策观在老年服务领域的应用,但已有研究较少地将医养结合健康养老体系的构建放置于发展型社会政策的理论视野。实践运作中,医养结合健康养老与发展型社会政策具有核心理念、服务对象、执行主体、行动目标的多重耦合性,并重塑着医养结合的服务形式、受益对象、服务内容以及服务主体,带动着老年服务走向共享与包容,而为了更好地维护服务价值,需要一系列富有发展主义的改革措施。
[Abstract]:The combination of medical care and support for the aged is the product of the sustained development of aging in China, which embodies the social inclusion and humanistic concern, the positive turn of welfare policy, and the application of the developmental social policy concept in the field of elderly service.However, few studies have put the construction of health pension system in the theoretical field of developmental social policy.In practice, the combination of health care and development social policy has the core concept, service object, executive subject, action goal, and reinvents the service form of health care combination, and benefits the object.Service content and service subject drive the elderly service towards sharing and tolerance. In order to better maintain the service value, a series of developmentalism reform measures are needed.
