邓小平外交思想及其当代价值研究

【摘要】：一直以来,世界和平是人类追求的永恒事业。国际金融危机导致经济全球化曲折发展,恐怖主义使全球安全受到威胁,国内面临改革的艰难任务,传统安全威胁与非传统安全威胁交织在一起,如何紧紧抓住这一战略机遇期有所作为,对于中国是至关重要的。邓小平外交思想在对时代特征进行科学判断的基础上,继承和发展了毛泽东等老一代革命家的外交思想,进一步丰富和发展了中国特色社会主义外交理论。本文首先深入理解邓小平外交思想的含义,国际与国内两方面背景是其外交思想形成的时代前提,中国传统哲学思想、马克思主义经典作家外交思想以及毛泽东外交思想是其外交思想形成的理论基础,而邓小平非凡的人生经历以及其坚忍无畏、实事求是的个人性格是其外交思想形成的主观因素。界定了邓小平外交思想大致经过萌芽、形成、丰富与完善三个时期。邓小平外交思想是一个完整系统的理论体系,内容博大精深,主要内容包括国家利益至上,和平与发展是时代主题,以韬光养晦、有所作为为核心的“二十八字方针”,“一国两制”伟大构想,“主权属我,搁置争议,共同开发”的处理国家间领土争端新思路,坚持独立自主和平外交政策,在和平共处五项原则基础上建立国际新秩序等。在论述邓小平外交思想的主要内容的基础上,整合了邓小平外交思想的特点。邓小平外交思想具有原则性与灵活性相结合,继承性与创新性相结合,务实性与时代性相结合,民族性与世界性相结合的特点。深入探讨了邓小平外交思想在理论与实践方面的当代价值,梳理和总结对邓小平外交思想在新时期的继承与发展,讨论新形势下中国与世界性大国、周边国家、第三世界国家等外交政策的新发展,彰显其外交思想与时俱进的生命力。当前形势下,本着实事求是的精神,深入研究和正确把握邓小平外交思想,不断充实中国特色社会主义外交理论,对于我国正确应对复杂多变的国际形势,不断开创中国外交的新局面,具有重要意义。
[Abstract]:World peace has always been the eternal cause pursued by mankind.The international financial crisis has led to the tortuous development of economic globalization, terrorism has threatened global security, and China is facing the difficult task of reform. Traditional security threats and non-traditional security threats are intertwined.How to grasp this strategic opportunity period to make a difference, is crucial to China.On the basis of scientifically judging the characteristics of the times, Deng Xiaoping's diplomatic thought inherited and developed the diplomatic thoughts of the old revolutionaries such as Mao Zedong, and further enriched and developed the theory of socialist diplomacy with Chinese characteristics.This paper first deeply understands the meaning of Deng Xiaoping's diplomatic thought. The international and domestic background is the prerequisite of the formation of Deng Xiaoping's diplomatic thought, and the Chinese traditional philosophy thought.The diplomatic thoughts of Marxist classic writers and Mao Zedong's diplomatic thoughts are the theoretical basis for the formation of his diplomatic thoughts, while Deng Xiaoping's extraordinary life experience and his fortitude are the theoretical basis for the formation of his diplomatic thoughts.The personal character of seeking truth from facts is the subjective factor of the formation of his diplomatic thought.It defines three periods of Deng Xiaoping's diplomatic thought: germination, formation, enrichment and perfection.Deng Xiaoping's diplomatic thought is a complete and systematic theoretical system with extensive and profound contents, the main contents of which include the supremacy of national interests, peace and development are the theme of the times, and the "28 word policy", which focuses on hiding one's strength and preserving one's strength and making a difference, is the core.The great concept of "one country, two systems", the new idea of "taking over disputes, shelving disputes, and jointly developing," a new way of dealing with territorial disputes between countries, adheres to the independent foreign policy of peace, and establishes a new international order on the basis of the five principles of peaceful coexistence.On the basis of expounding the main contents of Deng Xiaoping's diplomatic thought, this paper integrates the characteristics of Deng Xiaoping's diplomatic thought.Deng Xiaoping's diplomatic thought is characterized by combination of principle and flexibility, inheritance and innovation, practicality and times, nationality and the world.This paper probes into the contemporary value of Deng Xiaoping's diplomatic thought in theory and practice, combs and summarizes the inheritance and development of Deng Xiaoping's diplomatic thought in the new period, and discusses China and the world powers and neighboring countries under the new situation.The new development of the foreign policy of the third world shows the vitality of its diplomatic thought.Under the current situation, in the spirit of seeking truth from facts, by deeply studying and correctly grasping Deng Xiaoping's diplomatic thinking, and constantly enriching the theory of socialist diplomacy with Chinese characteristics, we can correctly deal with the complex and changeable international situation.It is of great significance to continuously open up a new phase of China's diplomacy.
