城市社区贫困帮扶的整合型社会工作介入研究

【摘要】：农村的贫困问题始终是我国政府和社会广泛关心的问题,但中国社会、经济的快速转型造成了城市的不断扩张、生活成本增高、生活节奏加快,使城市居民在此过程中面临各种问题,城市贫困也日益突出。城市社区贫困帮扶作为扶贫工作的重要组成部分,现在依旧存在很多问题,因此在农村精准扶贫工作取得成效后,一些城市也开始尝试以此为基础改进城市社区贫困帮扶体系。而社会工作在国内外反贫困中所取得的成绩,也为社会工作介入城市社区贫困帮扶提供了前提。本文以国内外反贫困现状以及社会工作在反贫困工作中所取得的成就为基础,对本文的研究背景、研究目的、研究意义以及创新点进行了介绍。同时,通过阐述粗放式扶贫存在的问题,介绍了城市社区贫困帮扶的背景,分析了社会工作介入城市社区贫困帮扶的可行性。并根据样本社区的具体情况以及贫困人口的不同需求,通过整合型社会工作方法,尝试针对城市社区里不同背景和需求的贫困对象运用不同的社会工作的方法,制定更具有针对性的服务计划,从不同层面帮助社区解决贫困问题。社区工作介入中,社会工作者通过政策宣传让社区居民了解社区贫困帮扶的具体政策,调查研究社区贫困人口基本情况为后续服务的开展收集资料,动员社会资源和民间力量参与贫困帮扶,培养社区居民自助解决社区问题的能力;小组工作通过小组成员的经验分享和相互支持,培养他们正视困境的积极心态,帮助成员学习新的知识和技巧,促进个人的成长和再社会化;在个案工作中,选取典型的案例,运用个案的工作方法和技巧,针对贫困对象的实际情况和需求,制定服务计划,并利用社会资源,使贫困对象能够摆脱困境,转变心态,回归正常的社会生活和社会交往。本文通过对样本社区贫困帮扶的整合型社会工作介入,对社会工作介入城市社区贫困帮扶的可行性进行了实践探索和理论分析,为社会工作介入城市社区贫困帮扶的研究提供了实践资料,并针对过程中所遇到的问题和困难,提出建议和意见。
[Abstract]:Poverty in rural areas has always been a widespread concern of our government and society. However, the rapid transformation of Chinese society and economy has resulted in the continuous expansion of cities, the rising cost of living, and the quickening pace of life.In this process, urban residents are faced with various problems, urban poverty is also increasingly prominent.As an important part of poverty alleviation, there are still many problems in urban community poverty alleviation, so some cities begin to try to improve the urban community poverty support system based on it.The achievements of social work in anti-poverty at home and abroad also provide a prerequisite for social work to intervene in urban community poverty.Based on the current situation of anti-poverty at home and abroad and the achievements of social work in anti-poverty work, this paper introduces the background, purpose, significance and innovation of this paper.At the same time, by expounding the existing problems of extensive poverty alleviation, this paper introduces the background of urban community poverty support, and analyzes the feasibility of social work intervention in urban community poverty assistance.According to the specific situation of the sample community and the different needs of the poor population, through the integrated social work method, this paper tries to apply different social work methods to the poor people with different backgrounds and needs in the urban community.Develop more targeted service plans to help communities tackle poverty at different levels.In the intervention of community work, social workers through policy propaganda to let community residents understand the specific policies of community poverty support, investigate and study the basic situation of the poor population in the community to collect data for follow-up services.Mobilize social resources and non-governmental forces to help the poor, develop the ability of community residents to help themselves to solve community problems, and develop a positive mentality of facing up to difficulties through the sharing of experience and mutual support among the members of the group.To help members learn new knowledge and skills to promote personal growth and re-socialization; in case work, select typical cases, apply case work methods and techniques, and formulate service plans in response to the actual situation and needs of the poor,And make use of the social resources, make the poor object get rid of the predicament, change the mentality, return to the normal social life and social intercourse.Through the integrated social work intervention of sample community poverty support, the feasibility of social work involvement in urban community poverty assistance is explored and theoretically analyzed.This paper provides practical data for the study of social work intervention in urban community poverty, and puts forward some suggestions and suggestions in view of the problems and difficulties encountered in the process.
