草根国家的四张面孔——以一个旧城改造项目为例

【摘要】：本文以"草根国家"为研究视角,着眼于街道一级的城市基层政府,以其推行一项重大的旧城改造项目时直面被搬迁居民,为推动项目签约所进行的治理实践为分析对象,展现了草根国家在与社会交织博弈时的灵活性与多面性。通过对街道工作人员在"公仆"、"亲人"、"中人"、"执法者"几种不同角色之间游刃有余的"变脸"的描述和阐释,本文将国家在横切面上打开,丰富了对"国家与社会"研究范式的反思;同时,也将国家治理研究重新拉回"人"的层面,展现了更为精细化的治理技术,突出了草根国家因其所处的独特结构位置而蕴含的极为丰富的治理资源。
[Abstract]:From the perspective of "grass roots country", this paper focuses on the urban grass-roots government at the street level, and analyzes the governance practice carried out by it in carrying out a major old city reconstruction project and facing the relocated residents and promoting the contract of the project. It shows the flexibility and versatility of grassroots countries in intertwining with society. Through the description and explanation of street workers'"changing faces" among the different roles of "public servants", "relatives", "middle people" and "law enforcers", this paper opens the country up on the crosscutting plane. It enriches the reflection on the paradigm of "state and society" research, at the same time, it also brings the research of national governance back to the "human" level, showing more refined governance techniques. Highlights the grass root country because of its unique structural position and contains extremely rich governance resources.
