农村人口老龄化带来的问题与对策研究

【摘要】：农村人口老龄化对“三农”问题的解决具有重大影响,加强对农村人口老龄化问题的研究,对加速农村经济社会发展具有重要意义。文章从农村人口老龄化的含义入手,分析了农村人口老龄化的成因,农村人口老龄化一是绝对老龄化,即人口寿命的延长,老年人口数量的增多。二是相对老龄化,即农村人口出生率降低,年轻人涌入城市带来的老年人口的相对增长。农村人口老龄化给农村带来了养老问题,空巢老人增多,家庭养老功能弱化。带来了人口健康问题,老人的心理需求难以满足,疾病增多,医疗设施滞后。制约农村经济政治的发展,限制了农村生产力发展,阻碍了农业劳动生产率的提高,使村民自治受限。要解决这些问题,首先必须要创建适合农村现状的养老模式,形成农村养老新机制,使农村老龄人口老有所养。其次建立健全农村社会保障制度,实现农村老龄人口老有所依。再次要完善农村医疗保障制度,强化老人医疗保险,使农村老龄人口病有所依。之后还应加强农村老人服务设施建设,使农村老龄人口老有所乐。最后发展农村规模经济,加快农业发展,提高农民收入。
[Abstract]:The aging of rural population has great influence on the solution of the problem of agriculture, countryside and farmers. It is of great significance to accelerate the development of rural economy and society to strengthen the research on the problem of aging of rural population. Starting with the meaning of the aging of the rural population, this paper analyzes the causes of the aging of the rural population. One is the absolute aging of the rural population, that is, the prolongation of the life span of the population and the increase of the number of the elderly population. The second is relative aging, that is, the relative growth of the old population caused by the low birth rate in rural areas and the influx of young people into cities. The aging of rural population brings old-age problems to rural areas, empty nesters increase and family pension function weakens. Brought population health problems, the psychological needs of the elderly are difficult to meet, the increase of diseases, medical facilities lag behind. It restricts the development of rural economy and politics, restricts the development of rural productive forces, hinders the improvement of agricultural labor productivity, and restricts villagers' autonomy. In order to solve these problems, we must first of all create a pension model suitable for the present situation in rural areas, form a new mechanism for supporting the aged in rural areas, and make the aged people in rural areas have a sense of security. Second, establish and improve the rural social security system, to achieve the elderly population in rural areas. Third, we should improve the rural medical security system, strengthen the medical insurance for the elderly, so that the diseases of the rural elderly population have their own basis. After that, we should also strengthen the construction of rural elderly service facilities to make the elderly people in rural areas happy. Finally, develop rural scale economy, accelerate agriculture development, raise farmer income.
