执政能力与治国理政能力的关系刍议

【摘要】：执政能力与治国理政能力有紧密关联。执政是治国理政的前提和基础,治国理政依靠执政权力来实施,两者相辅相成。但两种能力在概念的属性、范围和取向上不同。治国理政能力与执政能力是包含和被包含的关系,两个概念的关联决定了治国理政能力包含执政能力,两个概念的区别决定了执政能力不能等同于治国理政能力。以习近平为总书记的新一届党中央推进中国特色社会主义建设的全面部署,体现出从提高执政能力到提高治国理政能力的飞跃。党的治国理政能力作为一个明确概念,可以更清晰地反映党的十八大以来新一届党中央推进中国特色社会主义事业创新发展的实践特征。治国理政新理念突出显示了党的引领能力,治国理政新思想突出显示了党的创新能力,治国理政新战略突出显示了党的发展能力。
[Abstract]:Ruling ability and governing ability have close relation. Governance is the premise and foundation of governing, and the governance depends on the power of ruling, and the two complement each other. But the two kinds of abilities are different in the attribute, scope and orientation of the concept. The relationship between governing ability and governing ability is contained and included. The relationship between the two concepts determines that the governing ability includes governing ability, and the difference between the two concepts determines that the governing ability can not be equated with governing ability. The overall arrangement of the new CPC Central Committee with Xi Jinping as its general secretary to promote the construction of socialism with Chinese characteristics reflects the leap from improving the ruling ability to improving the governing ability. As a clear concept, the Party's ability to govern the country and manage government can reflect more clearly the practical characteristics of the new CPC Central Committee in promoting the innovation and development of socialism with Chinese characteristics since the 18th National Congress of the Party. The new idea of governing the country and administration has highlighted the leading ability of the party, the new thought of governing the country and the administration of government has highlighted the innovation ability of the party, and the new strategy of governing the country and administration has highlighted the development ability of the party.
