当代中国政党协商的理论与实践研究

【摘要】:中国的政治协商制度首先通过政党关系运作而形成的政党制度来酝酿生成,政党关系的发展是随着政党的发展而发展的。随着时代背景的变化中国共产党执政地位逐渐确立,政党关系也主要是围绕中国共产党对各民主党及无党派人士的态度的变化而变化。政党协商萌芽于新民主主义革命时期的统一战线思想,经过社会主义建设时期曲折反复的发展,在改革开放之后随着政党制度的恢复,政党之间的协商合作也得到恢复,并且在现代化建设时期将政党制度嵌入政治体系之中,使政治协商的发展制度化、规范化。政治协商主要包括两个方面:一是中国共产党与各民主党派以及无党派人士的政治协商,二是人民政协的政治协商。前者是以多党合作出发进行的政治协商,后者是以协商出发的政治协商。中国政党制度也就是政党协商和政协协商关于政治协商的制度,政协协商包含着政党协商,但是政协协商不等同于政党协商。政党协商和政协协商是我国社会主义协商民主的重要形式,辨析二者的关系有利于加深对政党协商的理解。我国的政党协商的发展即有历史的继承性,也符合中国特色社会主义民主政治建设的要求。现实中各地政党协商实践主要表现在协商形式、协商制度两个方面,其中尤其是在政党协商形式方面创新颇多,但是也存在诸多问题。一是协商主体方面,中国共产党相当范围的腐败现象以及其“家长式”领导方式不利于协商氛围的形成;有些民主党派人士入党目的不纯洁及协商议政能力不足,同时对政党协商认识不到位;无党派人士概念模糊以及工作机制不完善。二是协商过程方面,协商制度制定缺少量化规范,程序设置有虚化显现;民主监督缺少机制保障,协商形式沟通不畅。就我国政党协商的整体而言,政党协商自身的优势在实践中并没有充分发挥出来,针对其实践中存在的问题,首先,发展政党协商理论,在理论上做到理论的清晰性和系统性;其次,加强政党协商主体建设,培养主体的协商能力,提高主体政党协商意识,营造良好的协商氛围;最后,规范政党协商制度,完善具体的操作制度,规范政党协商的程序,建立健全监督机制。
[Abstract]:The Political Consultative System in China is first developed by the political party system which is formed by the operation of the party relations. The development of the party relationship is developed with the development of the party. With the change of the times, the ruling status of the Communist Party of China is gradually established, and the party relationship is mainly around the Party of the Communist Party of China to the democratic parties and the non party. The change in the attitude of the scholars has changed. The party consultation sprouted in the United Front Thought of the period of the new democratic revolution. After the tortuous and repeated development of the period of socialist construction, after the reform and opening up, the political party system was restored with the restoration of the political party system, and the political party system was embedded in the political system during the modernization period. In the system of governance, the development of political consultation is institutionalized and standardized. Political consultation mainly includes two aspects: one is the political consultation between the Communist Party of China and the democratic parties and the non party personages, and the two is the political consultation of the people's Political Consultative Conference. The former is a political consultation proceeding on the basis of multi party cooperation, and the latter is a political consultation based on consultation. The political party system in China is also the system of political consultation on political party consultation and consultative consultative consultative consultative consultative consultation. The consultative consultation of the CPPCC includes political party consultation, but the consultative consultation of the CPPCC is not equal to the party consultation. The political party consultation and the consultative consultative consultative consultation are an important form of our socialist democratic consultative democracy. The analysis of the relationship between the two parties is conducive to deepening the understanding of the party negotiation. The development of political party consultation in the country has historical inheritance and is also in line with the requirements of the construction of socialist democratic politics with Chinese characteristics. The practice of political party consultation in various parts of the world is mainly manifested in the form of consultation and the two aspects of the consultation system, especially in the form of Party consultation, but there are many problems. One is the main negotiated master. In body, the corruption of the Communist Party of China and its "paternalistic" way of leadership are not conducive to the formation of the atmosphere of negotiation; some democratic parties are not pure in the purpose of entering the party and lack the ability to negotiate and discuss political affairs, at the same time, the understanding of the party negotiation is not in place; the non party personage is vague and the working mechanism is not perfect. Two In the course of the process, the establishment of the consultative system is lack of quantitative norms, the procedure setting has a virtual appearance, the democratic supervision is lack of mechanism guarantee and the form of negotiation is not smooth. As a whole, the advantages of the party negotiation are not fully developed in the whole of the political party consultation in our country. In view of the problems existing in the practice, the party consultation theory is developed first. On the other hand, we should make the theory clear and systematic in theory; secondly, strengthen the construction of the party consultation subject, cultivate the negotiation ability of the main body, improve the consciousness of the main party and create a good consultation atmosphere; finally, standardize the political party consultation system, improve the specific operating system, standardize the procedure of the party consultation, and establish a sound supervision mechanism.
