上海社区养老服务智能化平台构建研究

【摘要】：随着上海市老龄化问题的日益严峻,老年人养老服务的有效供给已经成为了亟待解决的问题。构建社区养老服务智能化平台,是缓解社区养老服务供需不匹配的有效举措,是完善上海社会养老服务体系的一项重要任务,也是我国智能化养老服务领域的一个重要理论问题。上海现有的智能化养老服务模式呈现“各自为营”的碎片式格局,各服务供给主体之间也缺乏有效协同,这种状况不但使资源得不到有效利用,也严重阻碍了上海市智能化养老服务的建设进程。本论文运用社区照顾理论、福利多元主义理论及整合理论分析了构建社区养老服务智能化平台的理论基础;运用个案访谈的社会学分析方法和回归分析等统计学分析方法,研究了上海老年人智能化养老服务需求现状和现有智能化养老服务模式的实际运行状况,探讨了上海智能化养老服务资源得不到有效利用的深层根源;研究了国内外智能化养老服务模式应用案例及对上海的启示,以期找出构建上海社区养老服务智能化平台的思路,进而构建社区养老服务智能化平台,并对平台的可持续发展做出了分析,提出了完善上海社区养老服务智能化平台的对策建议。论文提出了社区养老服务智能化平台是在现有政府、社会组织及社区这三大供给主体的基础上将智能化技术应用于社区养老服务的新型养老服务模式,其实质是实现政府、社会组织和社区等各服务供给主体的有效协同,整合养老服务资源,最终实现社区养老服务最大化供给的目标。提出应当遵循“以服务对象为本、以社区为本”的构建理念及“可持续发展、系统设计、与社会经济发展相适应、易操作”的构建原则,分步骤的构建智能化平台,创建科学的运行机制和运营模式。
[Abstract]:With the aging problem in Shanghai becoming more and more serious, the effective supply of old-age service for the elderly has become an urgent problem to be solved. Building an intelligent platform for community pension service is an effective measure to alleviate the mismatch between the supply and demand of community pension service, and it is an important task to perfect the social pension service system in Shanghai. It is also an important theoretical problem in the field of intelligent pension service in China. The existing intelligent old-age service model in Shanghai presents a fragmented pattern of "respective camps", and there is also a lack of effective coordination among the various service providers. This situation not only prevents the effective use of resources, It also seriously hinders the construction process of intelligent pension service in Shanghai. This paper uses community care theory, welfare pluralism theory and integration theory to analyze the theoretical basis of constructing the intelligent platform of community pension service, using the sociological analysis method of case interview and regression analysis, etc. This paper studies the demand status of intelligent old-age service for the elderly in Shanghai and the actual operation of the existing intelligent old-age service mode, and probes into the deep root of the inefficiency utilization of the intelligent old-age service resources in Shanghai. This paper studies the application cases of intelligent old-age service model at home and abroad and its inspiration to Shanghai, in order to find out the idea of constructing the intelligent platform of community old-age service in Shanghai, and then to construct the intelligent platform of community old-age service. The sustainable development of the platform is analyzed, and the countermeasures and suggestions to perfect the intelligent platform of community pension service in Shanghai are put forward. The paper puts forward that the intelligent platform of community old-age service is a new mode of old-age service, which is based on the three main supply bodies of government, social organization and community, which applies intelligent technology to the community old-age service, and its essence is to realize the government. In order to realize the goal of maximizing the supply of community pension services, the social organizations and the community and other service providers cooperate effectively to integrate the resources of pension services. We should follow the construction idea of "serving object first, community first" and the construction principle of "sustainable development, system design, adapt to social and economic development, easy to operate", and construct the intelligent platform step by step. Create a scientific operating mechanism and operation model.
