社会主义“五位一体”总布局下的生态文明建设研究

【摘要】：中国特色社会主义建设总布局,是党和政府根据世情、国情的形势变化,对社会主义建设事业结构和格局如何构成和安排,做出的顶层设计和战略部署。从历史的纬度来考察总布局的演进历程,我们可以发现它大致经历了从“两手抓、两手都要硬”的“二位一体”、“富强、民主、文明”的“三位一体”、“富强、民主、文明、和谐”的“四位一体”以及党的十八次代表大会最新提出的经济、政治、文化、社会和生态文明建设“五位一体”四个阶段。“五位一体”总布局的构建,使相依相济的五大建设融为“一体”,在注重推进整体建设的同时突出了生态文明建设的特殊地位,符合科学发展观的要求,彰显了整体文明进步的价值诉求。“五位一体”总布局的提出,凸显了社会主义科学发展观的深刻内涵,表明了我党对治国理政的新思路,标志着我们党对我国经济社会发展规律、自然资源永续利用规律和生态环境保护规律的认识达到了新的高度。“五位一体”总布局所包含的五个建设系统,互相影响、互相约束、互相促进,其中经济建设是中心,政治建设是保障,文化建设是灵魂,社会建设是条件,生态文明建设是基础。生态文明建设纳入“五位一体”总布局,标志着社会主义生态文明新时代的开启。这要求开辟生态文明建设的新思路,重点是将生态文明的建设理念、目标、原则、要求贯穿于其他四项建设中,各项建设都要充分贯彻生态文明的理念,符合生态文明的要求,坚持生态文明的原则,体现生态文明的精神,达成生态文明的目标。“五位一体”总布局要求积极探索生态文明建设的实施路径,将生态文明建设融入其他四大建设的全过程,发挥对其它建设的生态化导向作用,引领经济建设以生态经济作为转型方向,政治建设以完善生态法律法规、建立生态服务型政府为主攻方向,文化建设以加强生态文化建设和公民生态道德培养为着力方向,社会建设以生态民生为主要的建设方向。从而根本性地提升生态文明建设的整体水平,改变现有的生态文明局面。
[Abstract]:The general layout of the construction of socialism with Chinese characteristics is the top-level design and strategic arrangement made by the Party and the government according to the changing situation of the world and the national conditions and how the structure and pattern of socialist construction are constituted and arranged. Looking at the evolution of the overall layout from the perspective of historical latitude, we can find that it has roughly experienced a "two-in-one", a "trinity" of "rich, strong, democratic and civilized", and a "rich and strong, democratic, democratic" one. The "four-in-one" of "civilization, harmony" and the "five-in-one" stage of the construction of economic, political, cultural, social and ecological civilization proposed by the Eighteenth Congress of the Communist Party of China (CPC). The construction of the total layout of "five in one" makes the five major construction that depend on each other melt into "one body", which emphasizes the special position of the construction of ecological civilization while promoting the whole construction, and accords with the requirements of the scientific development view. It shows the value demand of the progress of the whole civilization. The proposition of the general layout of "five in one" highlights the profound connotation of the socialist scientific development view, demonstrates our party's new thinking on governing the country and politics, and marks our party's law of economic and social development in our country. The recognition of the law of sustainable utilization of natural resources and the law of ecological environment protection has reached a new height. The overall layout of "five in one" contains five construction systems, which affect each other, bind and promote each other. Among them, economic construction is the center, political construction is the guarantee, cultural construction is the soul, and social construction is the condition. The construction of ecological civilization is the foundation. The construction of ecological civilization is brought into the overall layout of "five in one", which marks the opening of a new era of socialist ecological civilization. This requires opening up a new way of thinking for the construction of ecological civilization. The key point is that the concept, objectives, principles, and requirements of the construction of ecological civilization should run through the other four constructions. All construction projects should fully implement the concept of ecological civilization and conform to the requirements of ecological civilization. Adhere to the principle of ecological civilization, reflect the spirit of ecological civilization, achieve the goal of ecological civilization. The overall layout of "five in one" requires actively exploring the implementation path of the construction of ecological civilization, integrating the construction of ecological civilization into the whole process of the other four major construction, and giving play to the ecological guiding role of other construction. Leading the economic construction to take the ecological economy as the transformation direction, the political construction to perfect the ecological laws and regulations, the establishment of the ecological service-oriented government as the main attack direction, the cultural construction to strengthen the ecological culture construction and the citizen ecological morals cultivation as the focus direction. Social construction takes ecological people's livelihood as the main construction direction. So as to fundamentally improve the overall level of ecological civilization construction, change the existing situation of ecological civilization.
