用协商民主治理公民政治参与失范研究

【摘要】：民主政治的发展和公民政治参与的发展是同时进行的,二者是相交相融的,在我国民主政治不断发展的同时,我国公民政治参与的广度与深度都有逐步提高,但是,随之也带来越来越多的参与失范问题,这些问题得不到有效解决,反过来便会严重影响我国民主政治发展的进程。解决失范问题有很多不同的措施,但是相比较而言,采用发展完善协商民主的方式不失为源头治理的最好方式。本文主体分为四大部分,第一部分是导论部分,主要讲述了课题选题的目的和意义、国内外的研究现状和研究方法以及本课题的重难点和解决办法等。第二部分主要论述的是公民政治参与失范的问题以及协商民主在调适失范问题过程中所体现的积极意义。简要论述了什么是公民政治有序参与,什么是公民政治参与失范,而且着重介绍了协商民主的概念,阐释其治理政治参与失范的积极作用。第三部分主要论述了在协商民主的前提背景下,我国公民政治参与存在的一些问题和失范现象,并对产生问题的原因进行分析。这一部分是本课题比较重要的部分,协商民主作为一种新的理论形式传到中国,与中国原有的一些民主理论相结合必然会出现一些不相容的问题,那么我们应该做的就是如何就问题找办法。第四部分是课题的重点,主要论述了协商民主理论在我国的经济社会文化背景下如何进行改革来调适我国的公民政治参与失范问题,做到将协商民主中国化。
[Abstract]:The development of democratic politics and the development of citizen's political participation are going on at the same time, the two are intersecting and merging, while the democratic politics of our country is developing continuously, the breadth and depth of our country's citizen's political participation have gradually improved, but, It also brings more and more problems of abnormal participation. These problems can not be solved effectively, which in turn will seriously affect the process of democratic political development in our country. There are many different measures to solve the problem of anomie, but by comparison, the best way to solve this problem is to develop and perfect the deliberative democracy. The main body of this paper is divided into four parts. The first part is the introduction part, which mainly describes the purpose and significance of the topic, the current research situation and research methods at home and abroad, as well as the important difficulties and solutions of this topic. The second part mainly discusses the problem of citizen's political participation and the positive significance of consultation democracy in the process of adjustment. This paper briefly discusses what is civil political orderly participation and what is civil political participation anomie, and emphatically introduces the concept of consultative democracy and explains its positive role in governing political participation irregularity. The third part mainly discusses some problems and abnormal phenomena existing in the political participation of Chinese citizens under the premise of deliberative democracy, and analyzes the causes of the problems. This part is a relatively important part of the subject. As a new theoretical form, the issue of consultative democracy is introduced to China, and some incompatible problems will inevitably arise when combined with some of China's original democratic theories. Then what we should do is to find a solution to the problem. The fourth part is the focus of the subject, mainly discusses how to reform the theory of deliberative democracy under the background of our country's economic, social and cultural conditions to adjust the problem of our country's citizen's political participation and make the consultation democracy in China.
