重庆市民办养老机构创业环境研究

【摘要】：据2015国家统计年鉴数据显示:截止2014年底,我国60岁以上老年人口已达到2.1亿,占总人口比重的15.5%,我国已经进入了人口老龄化社会;重庆市老龄工作委员会的最新数据表明:重庆市60岁以上老龄人口已经突破650万人,占全市户籍人口的18.61%,高于全国平均水平。重庆面临着突出的养老问题。“十三五”时期是全面建成小康社会的最后冲刺期,重庆作为中西部唯一的直辖市在全面建成小康社会方面起着相当重要的作用。养老问题是关系民生的重大社会问题,我们能否有效解决该问题关系着全面建成小康社会的目标能否顺利实现。突出的养老问题使得重庆进一步完善养老服务体系任务迫在眉睫。机构养老作为养老服务体系中的支撑力量在提供养老服务方面起着十分重要的作用。发挥养老机构在提供多样化的为老服务方面的作用是满足不同养老服务需求的必然要求。鼓励、支持社会力量兴办养老机构,是完善养老服务体系,满足日益增长的养老服务需求,提升重庆市养老服务质量的重要途径。同时,在“大众创业,万众创新”创业浪潮的驱动下,创新创业已成为激发市场活力,推动经济发展的重要动力。创业活动深受创业环境的影响,创业环境的优劣在一定程度上决定着创业活动的成败。良好的创业环境是提升创业活动成功率的重要保证,民办养老机构创业活动也不例外。本文从重庆严峻的人口老龄化现实着手,以民办养老机构创业环境为研究对象,指出在不断增长的养老服务的迫切需求和创业浪潮的新形势下,营造良好的创业环境是促进民办养老机构创业活动的重要保障。文章通过阐述重庆市民办养老机构创业环境研究的背景以及相关理论,深入分析重庆市民办养老机构创业环境取得的成就及存在的问题,在总结我国其他省市优化民办养老机构创业环境的相关经验启示的基础上,结合重庆市情,提出具有针对性的优化民办养老机构创业环境的对策思路。以期通过营造良好的创业环境,激发社会力量兴办养老机构的热情,增强创业者的创业信心,提高民办养老机构创业率,以市场化的运作方式发展不同类型的养老服务机构,推动重庆养老服务业的发展,进一步完善养老服务体系,满足不同老年群体的养老需求,为老年群体提供高质量的老年生活,切实做到老有所养和需有所供。
[Abstract]:According to the data of 2015 national statistical yearbooks: by the end of 2014, the elderly population over 60 years old in China has reached 210 million, accounting for 15.5percent of the total population, China has entered an aging population society; According to the latest data from the Chongqing working Committee on Aging, the aging population over 60 years old in Chongqing has exceeded 6.5 million, accounting for 18.61% of the city's household registration population, which is higher than the national average. Chongqing is faced with outstanding pension problems. The 13th Five-Year Plan period is the last sprint period to build a well-off society in an all-round way. Chongqing, as the only municipality directly under the Central Government in the central and western regions, plays a very important role in building a well-off society in an all-round way. Pension problem is a major social problem related to people's livelihood. Whether we can effectively solve this problem is related to whether the goal of building a well-off society can be realized smoothly. Outstanding endowment problem makes Chongqing further perfect endowment service system task is urgent. As a supporting force in the pension service system, institutional pension plays a very important role in providing pension services. Giving full play to the role of pension institutions in providing diversified services for the elderly is necessary to meet the needs of different pension services. Encouraging and supporting social forces to set up pension institutions is an important way to improve the pension service system, meet the increasing demand for pension services and improve the quality of pension services in Chongqing. At the same time, driven by the wave of "mass entrepreneurship, mass innovation", innovative entrepreneurship has become an important driving force to stimulate market vitality and promote economic development. Entrepreneurial activities are deeply influenced by entrepreneurial environment, which to some extent determines the success or failure of entrepreneurial activities. A good entrepreneurial environment is an important guarantee to improve the success rate of entrepreneurial activities, and private pension institutions are no exception. Starting from the grim reality of aging of the population in Chongqing and taking the entrepreneurial environment of private pension institutions as the research object, this paper points out that under the new situation of the increasing demand for pension services and the wave of entrepreneurship, Creating a good environment for entrepreneurship is an important guarantee to promote the entrepreneurial activities of private pension institutions. Based on the background and relevant theories of the research on the entrepreneurial environment of the private pension institutions in Chongqing, the paper analyzes the achievements and problems of the entrepreneurial environment of the private pension institutions in Chongqing. On the basis of summing up the experience and enlightenment of other provinces and cities in optimizing the entrepreneurial environment of private pension institutions, combined with the situation of Chongqing city, this paper puts forward some countermeasures to optimize the entrepreneurial environment of private pension institutions. In order to create a good entrepreneurial environment, stimulate the enthusiasm of social forces to set up pension institutions, enhance the entrepreneurial confidence of entrepreneurs, improve the entrepreneurial rate of private pension institutions, and develop different types of pension service institutions in a market-oriented manner. To promote the development of the old-age service industry in Chongqing, to further improve the old-age service system, to meet the pension needs of different groups of the elderly, to provide a high-quality elderly life for the elderly, and to ensure that the elderly have a sense of security and need some support.
