城市社区公共服务绩效评价指标体系构建

【摘要】：改革开放以来,随着我国经济建设与城市建设的发展,我国的城乡基层正在发生越来越深刻的变化——单位体制逐步被打破,城市的人口结构及社会结构等方面发生了深刻的变化,大量的“单位人”转变为“社会人”,而“社会人”进一步转变为“社区人”,社区不仅成为城乡居民生活共同的家园,同时也成为社会管理的最的基本单元,城市居民对城市社区公共服务的需求呈现总量大、种类多的新特点。论文试图立足“城市社区”这一层面,研究和完善公共服务绩效评价指标体系,其中以人民满意为导向作为构建指标体系的价值取向,并最终建立一套较为科学合理可行的既体现效率又体现公众满意的城市社区公共服务绩效评估指标体系。本文首先结合城市社区公共服务的特点,分析了城市社区公共服务绩效评估指标体系的相关概念及构建的理论基础;其次,针对现阶段城市社区公共服务绩效评价指标体系发展现状,分析城市社区公共服务绩效评价发展构建存在的问题及成因。并在此基础上确定城市社区公共服务绩效评价指标体系的构建原则与程序。再次,在程序思路的指引下进行指标体系的设计、筛选、指标说明和权重确定,最后构建了一个通过三轮指标体系筛选的分层级的系统化城市社区公共服务绩效评价指标体系。总之,该研究在在现有指标体系研究、技术路线设计、指标体系构建方面取得一定成果,但在评估方法、调查数据、权重确定和研究深度方面还有待进一步加强。
[Abstract]:Since the reform and opening up, with the development of economic construction and urban construction in our country, more and more profound changes are taking place at the grass-roots level in urban and rural areas in China, and the system of units has been gradually broken down. The population structure and social structure of the city have undergone profound changes, and a large number of "unit people" have been transformed into "social people", while "social people" have been further transformed into "community people", and the community has not only become a common home for urban and rural residents, but also a common home for urban and rural residents. At the same time, it also becomes the most basic unit of social management. Based on the "urban community", this paper tries to study and improve the performance evaluation index system of public service, in which the value orientation of constructing the index system is people's satisfaction. Finally, a set of scientific, reasonable and feasible evaluation index system of urban community public service performance is established, which reflects both efficiency and public satisfaction. This paper firstly analyzes the related concepts and theoretical basis of the performance evaluation index system of urban community public service, combining with the characteristics of urban community public service; secondly, it analyzes the theoretical basis of the performance evaluation index system of urban community public service. In view of the present situation of the development of the performance evaluation index system of the urban community public service, this paper analyzes the problems and causes of the construction of the performance evaluation of the urban community public service. On this basis, the principles and procedures of constructing the performance evaluation index system of urban community public service are determined. Thirdly, under the guidance of the procedure, we design, screen, explain and determine the weight of the index system. Finally, we construct a systematic evaluation index system of urban community public service performance through three rounds of index system selection. In a word, the research has made some achievements in the aspects of existing index system research, technical route design and index system construction, but the evaluation method, survey data, weight determination and research depth still need to be further strengthened.
