我国养老社区的发展问题及对策研究

【摘要】：迈入21世纪之后,我国整个社会老龄化程度在不断加剧,老年群体规模在不断增加,但是我国始终秉承的养老方式是反哺式,随着我国社会不断发展以及人口结构不断变化,这种养老方式逐渐暴露出了一些问题。对于家庭式养老而言,最大的问题就是使得整个家庭承受较大的负担,严重阻碍了我国经济的发展,同时也使得养老质量相对低下。所以说,我国的养老方式必须要进行变革,而变革的方向则是社会化养老。对于社会化养老这一问题而言,可以将其归纳为机构养老和居家养老这两种模式。所谓的机构养老,指的是老年人进入特定的机构,与整个老年群体一起,共享养老机构所提供的各类养老服务;而所谓的居家养老,则指的是老年人在家享受社会所提供的养老服务。在西方发达国家,机构养老逐渐衍生出了一种全新的方式,即养老社区,养老社区这一种模式有效地平衡了机构盈利性和养老公益性之间的矛盾,所以在国外,其流行程度较高。在国内,养老社区基本上还处于试点阶段,不论是理论上还是实践上都存在很多不足之处。我国大多数地区都没有构建养老社区,所以,要想解决我国养老问题,提升养老质量,可以从养老社区这一方向出发。本文基于此背景,采用文献分析和案例研究的方法,对养老社区模式进行了分析和探讨,总的来说,本文的工作可概括为四个部分,分别是:首先,简要的介绍了本文的研究背景,国内外研究现状,研究方法等内容;其次,简要的梳理了国内外养老理论发展历程,重点对我国社会养老体系变化过程进行了详细的分析,指出了我国养老模式正在逐渐朝向社会化养老转变,同时阐述了要想在我国发展养老社区模式,必须要完善的法律法规作为支撑;再次,采用案例分析的方法,对北京太阳城、上海亲和源进行了分析,从投资主体、运营方式、服务方式等等方面展开了论述,指出了这两个社会在运营过程中取得的优势和存在的不足;最后,详细地分析了我国养老社会在发展过程中所面临的问题,并针对这些问题提出了相应的解决对策。
[Abstract]:After entering twenty-first Century, the aging degree of the whole society in our country is increasing and the size of the old group is increasing. However, the old-age mode in our country is always back feeding. With the continuous development of our society and the continuous change of the population structure, this old-age mode has gradually exposed some problems. The big problem is to make the whole family bear a great burden, seriously impede the development of our country's economy, and also make the quality of the aged relatively low. Therefore, the old-age mode of our country must be changed, and the direction of the change is social endowment. For the problem of socialization, it can be summed up as institutional support. The two modes of old and home old-age care. The so-called institutional pension refers to the old people entering a specific institution, together with the whole old age group, sharing all kinds of old-age services provided by the pension institution, while the so-called home care for the elderly refers to the old-age service provided by the elderly at home. Gradually, a new way is developed, that is, the old-age community, the old-age community this model effectively balances the contradiction between the profitability of the institution and the public welfare of the aged, so it has a high degree of popularity in foreign countries. In China, the old-age community is still in the pilot stage, and there are many shortcomings in theory or practice. In most areas of our country, the old-age community is not built. So, in order to solve the problem of pension and improve the quality of the aged, we can start from the direction of the old-age community. Based on this background, this paper analyzes and discusses the mode of the elderly community by means of literature analysis and case study. In general, the work of this paper can be summarized as a summary. The four parts are: first, the first, brief introduction of the research background, domestic and foreign research status, research methods, and so on. Secondly, briefly combing the development process of home and abroad pension theory, focusing on the change process of China's social pension system in detail, pointing out that the old-age mode of our country is gradually towards socialization. At the same time, it expounds the need to perfect the laws and regulations to support the development of the old-age community mode in our country. Again, the method of case analysis is used to analyze the Beijing Sun City, Shanghai affinity source, from the investment subject, the operation mode, the service mode and so on, and points out that the two societies are in operation. The advantages and shortcomings of the process have been obtained. Finally, the problems faced in the process of the development of China's old-age society are analyzed in detail, and the corresponding solutions are put forward in view of these problems.
