【摘要】：城市社区治理理念源于社会关系研究,主要强调通过合作、协商的方式实施对城市公共事务的管理,弥补国家和市场在社会资源配置过程中的不足或失效之处。社区是城市最基本的治理单元,实现城市社区治理与科学技术有机结合是城市管理工作的重点,也是实现“善治”的基础。党的十八大报告明确提出“改进政府提供公共服务方式,加强基层社会管理和服务体系建设,增强城乡社区服务功能”的任务。自改革开放以来,我国大中城市掀起了社区建设的热潮,城市社区治理也在成都、北京、上海、武汉、青岛、沈阳等城市展开。随着科学技术快速发展,科学社会化、社会科学化步伐逐步加快。在人类认识改造自然和社会的过程中,科学和技术手段的运用越来越广泛,科学技术与社会建设的关系更为密切。城市社区治理中如何运用科学技术,对于新形势下城市社区治理效果评判有着重要的理论和实践意义,成为城市社区治理的重要因素。目前,国内关于科学技术对城市社区治理作用的研究还不是很多,城市社区治理中科学技术运用效果还不明显。无论是制定城市社区治理规划的决策者,还是具体从事社区事务的工作人员,对治理手段的科学性和技术性考究还不够多,研究方向以行政管理为主,研究对象往往选取有特殊性的社区,如北京、上海等经济发达地区,而其它城市社区治理的研究相对不足。从科学技术对城市社区治理的正功能来看,科学技术是加强城市社区治理的基础和动力。一是可以通过运用科学技术创新城市社区治理手段,提升综合治理水平;二是可以利用现代科学技术培养社区居民的文化情操和公众素养,拉近政府与社区居民的距离,提升社区管理服务水平;三是可以依靠科学技术实现经济与社区建设同步发展,逐步实现现代化。从科学技术对城市社区治理的负功能来看,存在科技应用理念缺失、相关保障相对滞后、规划不足等问题,据此需要通过提高认识、加强统筹、建设人才队伍、落实资金保障、组织多方参与等方式来规避城市社区治理中科技应用问题,促进科技在城市社区治理中的有效应用,促进公众对科技使用的正确理解,使科技成为社会和谐、社区善治、人心向善的促进力量。为此,本文在科技与社会相互作用的框架内,借鉴技术使用的理论知识和方法论,指导开展科学技术对城市社区治理的作用研究,通过文献综述、核心概念的厘清与分析,借鉴国内相关城市社区治理中科学技术运用的一些做法,提出一些意见和建议,反思科学技术带给城市社区治理的正负效应,为正确理解和把握科学技术使用与社区治理和人性的关系提供新鲜案例和经验借鉴。本文由五部分构成。第一章,通过分析城市社区治理的背景,得出研究科学技术对城市社区治理的理论和实践意义,阐述国内外关于城市社区治理理论的发展历程和研究成果,为接下来的论述提供理论指导和支持;第二章,在前人研究的基础上,分析城市社区治理结构,包括城市社区治理的主体、基本形态、客体和手段,并从科学和人性、技术与社会的角度分析科学技术形态与城市社区治理结构的关系,讨论科学技术对城市社区治理的促进和阻碍作用;第三章结合城市社区治理中科技应用现状,重点通过问卷调查和个案研究分析成都主城区在社区治理中科技应用的初步成效,讨论我国城市社区治理与科学技术的关系和智慧城市建设中科技应用现状及启示;第四章,综合分析城市社区治理中科学技术运用面临的理念相对落后、整体规划不充分、人财保障不足和社会参与不够等问题,分析问题存在的原因;第五章,针对我国城市社区治理中科技应用存在的问题,分别从城市社区治理中科技应用的原则、理念、规划、保障、参与主体以及智慧城市建设六个方面提出意见和建议。最后,在前文论述的基础上总结归纳本文的结论。
[Abstract]:The concept of urban community governance originated from the study of social relations, mainly emphasizing the implementation of the management of urban public affairs through cooperation and consultation, and making up for the shortage or failure of the state and the market in the process of social resources allocation. The community is the most basic unit of governance in the city, and the organic combination of urban community governance and science and technology is the city. The focus of the city management work is also the basis for the realization of "good governance". The eighteen major report of the party clearly puts forward the task of "improving the government's way of providing public service, strengthening the construction of grass-roots social management and service system and enhancing the service function of urban and rural communities". Since the reform and opening up, the large and middle cities of our country have set off the upsurge of community construction. Community governance is also carried out in Chengdu, Beijing, Shanghai, Wuhan, Qingdao, Shenyang and other cities. With the rapid development of science and technology, the socialization of science and the step by step of social science, the more extensive use of science and technology is used in the process of human understanding of the transformation of nature and society, the relationship between science and technology and social construction is more closely related. How to use science and technology in urban community governance has important theoretical and practical significance to the evaluation of urban community governance effect under the new situation, and it has become an important factor in urban community governance. At present, there are not many studies on the role of science and technology in urban community governance in China, and the use of science and technology in urban community governance is effective. The result is not obvious. Whether it is the decision maker of urban community governance planning or the staff engaged in community affairs, the scientific and technical study of the means of governance is not enough, the research direction is based on administrative management, and the research objects often choose special communities, such as the developed areas such as Beijing and Shanghai, and the others. The research of urban community governance is relatively inadequate. From the positive function of science and technology to urban community governance, science and technology is the foundation and motive force to strengthen urban community governance. First, we can improve the comprehensive management level by using science and technology to improve the urban community governance means; two, we can use modern science and technology to cultivate community residents. Cultural sentiment and public literacy, close the distance between the government and the community residents, improve the level of community management service; three, we can rely on science and technology to realize the synchronous development of economy and community construction, and gradually realize modernization. From the negative function of science and technology to urban community governance, there is a lack of concept of scientific and technological application and relative support is relatively stagnant. After that, problems such as lack of planning, and so on, it is necessary to improve the understanding, strengthen the overall planning, build up a talent team, implement the fund guarantee, and organize multi party participation to avoid the problem of the application of science and technology in urban community governance, promote the effective application of science and technology in urban community management, promote the public to understand the use of science and technology correctly, and make the science and technology become a society In the framework of the interaction between science and technology and society, this paper, in the framework of the interaction between science and technology and society, uses the theoretical knowledge and methodology of technology to guide the research on the role of science and technology in urban community governance, through the literature review, the clarification and analysis of the core concepts, and the reference of the relevant urban community governance in China. Some suggestions and suggestions are put forward to reflect the positive and negative effects of science and technology on urban community governance, and provide new cases and experience for the correct understanding and grasp of the relationship between the use of science and technology and community governance and human nature. The fourth chapter is a comprehensive analysis of the relatively backward concept of the application of science and technology in urban community governance, inadequate overall planning and human wealth. The fifth chapter, in view of the problems existing in the application of science and technology in urban community governance in our country, puts forward suggestions and suggestions from six aspects of the principle, concept, planning, guarantee, participation subject and the construction of Intelligent City in urban community governance.
