基层协商民主的扩散瓶颈分析——基于政策执行结构的视角

【摘要】:基层协商民主的良好扩散是协商民主广泛、多层与制度化发展的应有之义。十八届三中全会及随后的政策文件推动基层协商民主的贯彻落实,带来了基层协商民主向全国范围的扩散。然而,由于特有的政策类型的限制,基层协商民主扩散的执行结构并不优良,主要表现为基层协商民主既不能带来明显的政策收益,也未能充分吸引政策注意力,因此很难产生强烈的执行激励。不良的政策执行结构成为基层协商民主扩散的瓶颈,制约基层协商民主的扩散与发展。强化对地方政府的政治压力、突出基层协商民主的政策收益、明确基层协商民主的内容与规范、提高基层协商民主的实践激励,是消除基层协商民主扩散瓶颈的针对性建议。
[Abstract]:The good spread of consultative democracy at the grass-roots level is the proper meaning of the extensive, multilayered and institutionalized development of consultative democracy. The third Plenary session of the 18th CPC Central Committee and the subsequent policy documents promoted the implementation of consultative democracy at the grass-roots level, which brought about the spread of consultative democracy at the grass-roots level to the whole country. However, due to the limitations of specific policy types, the implementation structure of grass-roots consultative democracy diffusion is not good, mainly because grass-roots consultative democracy can neither bring obvious policy benefits nor attract sufficient policy attention. It is therefore difficult to generate strong executive incentives. Poor policy implementation structure has become the bottleneck of grass-roots consultative democracy diffusion, restricting the spread and development of grass-roots consultative democracy. Strengthening the political pressure on local governments, highlighting the policy benefits of grass-roots consultative democracy, clarifying the contents and norms of grass-roots consultative democracy, and improving the practical incentives of grass-roots consultative democracy are the targeted suggestions to eliminate the bottleneck of grass-roots consultative democracy diffusion.
