农村不同主体的养老福利提供与多元福利体系的制度化

【摘要】：我国农村已经形成了一个由政府、家庭、集体、市场、社会等不同主体共同向老年人提供福利的养老安排。虽然学者们已经展开了对农村养老福利问题的各方面研究和讨论,但是较少学者从福利提供体系的结构角度进行完整的分析。本文以结构-功能主义的逻辑,采用多元福利主义范式,在实证研究的基础上,从理论层面回应了农村养老将会走向何方的问题。本文从农村养老福利提供体系结构的角度对的农村养老问题进行研究,其目的并不是为了进行一种多元福利主义的养老制度设计,而是在揭示提供安排的复杂性之后,对农村养老福利提供安排的合理发展方向进行理论分析,为农村养老福利制度未来的发展提供理论依据和一种理性的选择。本文首先对农村养老福利安排的历史演变进行梳理,发现我国农村养老安排多元化萌芽的出现是有历史根基的,具备一定的合理性。农村目前的养老福利体系是在2003年以后,随着政府在农村福利问题上责任的回归和一系列主要集中在进行福利资源提供层面政策的出台后,逐步形成的复杂安排。客观上讲,农村目前的养老福利安排由五个不同福利提供主体简单加而成,这一系统的提供效果存在着物质层面福利供给存在有限性等问题。从结构上看,存在缺少各主体清晰责任界定,缺少整体设计而导致主体协同作用较少,提供过程中存在退避现象,并造成了制度损耗的问题。本文进一步对养老福利的提供安排结构进行了理论分析,将有机体系的概念引入,并在此基础之上提出了一个有机多元的养老福利有机模型。通过对有机体系中养老福利主体的地位、作用,以及各个主体之间通过协调方式提供养老福利的理论过程进行了分析和阐述。最终认为,我国农村养老福利将来的供给必然是多元化的,而且不仅仅只养老福利供给来源的多元化,更重要的是福利转化的多样化过程。
[Abstract]:China's rural areas have formed a pension arrangement by the government, family, collective, market, society and other different subjects to provide welfare for the elderly. Although scholars have carried out researches and discussions on various aspects of rural old-age welfare, few scholars have made a complete analysis from the perspective of the structure of welfare provision system. Based on the structure-functionalism logic and the plural welfare paradigm, this paper, on the basis of empirical research, responds to the question of where the rural old-age care will go from the theoretical level. The purpose of this paper is not to design a multi-welfare pension system, but to reveal the complexity of the provision arrangement. This paper makes a theoretical analysis of the reasonable development direction of the rural old-age welfare system, which provides a theoretical basis and a rational choice for the future development of the rural old-age welfare system. This paper firstly combs the historical evolution of rural old-age welfare arrangement and finds that the emergence of diversification of rural old-age arrangement in China has historical foundation and has certain rationality. The current pension welfare system in rural areas is a complicated arrangement gradually formed after 2003 with the return of the government's responsibility on rural welfare and a series of policies mainly focused on the provision of welfare resources. Objectively speaking, the present arrangement of pension welfare in rural areas is composed of five different welfare providers, and the effect of this system is limited in material level. From the structural point of view, there is a lack of clear definition of the responsibility of the main body, lack of overall design, resulting in less synergy of the main body, the phenomenon of avoidance in the process of supply, and the problem of institutional wastage. In this paper, the structure of the provision of pension benefits is analyzed theoretically, the concept of organic system is introduced, and on the basis of this, an organic and multivariate organic model of pension benefits is proposed. This paper analyzes and expounds the status and function of the main body of the pension welfare in the organic system and the theoretical process of providing the pension welfare in the way of coordination among the various subjects. Finally, it is believed that the future supply of rural old-age welfare in China will be diversified, and not only the diversification of the supply sources of pension benefits, but also the diversification process of welfare transformation.
