【摘要】：社会建设是建设中国特色社会主义总布局的重要组成部分。保障和改善民生是社会建设的重中之重。民生问题是一个全球性的问题,也是当前中国社会发展不可忽视的问题。党和政府始终高度重视保障和改善民生。党的十八大以来,以习近平同志为核心的党中央集中全党智慧,将马克思主义基本原理同我国民生建设的具体实际相结合,深刻回答了新形势下党和国家民生工作的一系列重大理论和现实问题,提出了保障和改善民生的一系列新思想、新论断、新观点、新要求,形成了习近平民生思想。习近平民生思想是习近平治国理政思想的重要组成部分。作为一个科学的理论体系,习近平民生思想不仅是马克思主义民生思想中国化的重要成果,而且是中国共产党民生思想的宝贵财富。习近平民生思想不仅升华了马克思主义民生思想发展的新境界,还续写了中国化马克思主义民生思想的新篇章。本文紧紧围绕习近平民生思想这一主题,基于全面建成小康社会、经济发展新常态、社会治理现代化三个维度梳理了习近平民生思想形成的时代背景。并深入挖掘了习近平民生思想形成的理论基础,指出这一思想是对马克思主义经典作家民生思想的继承与发展,是对中国传统民生思想的传承与创新、是对中国共产党历代领导集体民生思想的深化与完善。在阐释其主要内容时,将以人为本、以民为本的根本立场;学有所教、劳有所得、病有所医、老有所养、住有所居的目标任务;守住底线、突出重点、完善制度、引导舆论的整体思路;人民是否真正得到实惠,生活是否真正得到改善的检验标准纳入到习近平民生思想的主要内容范畴中,在此基础上,归纳出这一思想具有民本性、时代性、实践性的基本特点。进而,从理论与实践两个层面深入剖析了习近平民生思想的当代价值,即在理论上,这一思想发展了马克思主义民生思想;丰富了中国化马克思主义民生思想。在实践中,这一思想为全面建成小康社会指明了现实道路;为全面深化社会体制改革提供了理论指导;为推进民生建设提供了行动指南。
[Abstract]:Social construction is an important part of the overall layout of building socialism with Chinese characteristics. Protecting and improving people's livelihood is the top priority of social construction. People's livelihood is a global problem, but also the current social development in China can not be ignored. The Party and the government have always attached great importance to protecting and improving the people's livelihood. Since the 18th National Congress of the Party, the CPC Central Committee, with Comrade Xi Jinping as the core, has concentrated the wisdom of the whole party and combined the basic principles of Marxism with the concrete reality of the construction of people's livelihood in our country. This paper deeply answers a series of important theoretical and practical problems in the work of the people's livelihood of the Party and the country under the new situation, and puts forward a series of new ideas, new opinions, new viewpoints and new requirements to guarantee and improve the people's livelihood. Xi Jinping's thought of people's livelihood is an important part of Xi Jinping's thought of running a country. As a scientific theoretical system, Xi Jinping's livelihood thought is not only the important achievement of Marxism's livelihood thought in China, but also the precious wealth of the Chinese Communist Party's livelihood thought. Xi Jinping's thought of people's livelihood not only sublimates the new realm of the development of Marxist thought of people's livelihood, but also continues the new chapter of Marxism's thought of people's livelihood in China. This paper closely revolves around the theme of Xi Jinping's livelihood thought, based on the three dimensions of building a well-off society in an all-round way, a new normal of economic development, and the modernization of social governance, combing the background of the formation of Xi Jinping's thought of people's livelihood. It also deeply excavates the theoretical basis of the formation of Xi Jinping's livelihood thought, and points out that this thought is the inheritance and development of Marxist classical writers' livelihood thought, and the inheritance and innovation of Chinese traditional people's livelihood thought. It is the deepening and perfecting of the people's livelihood thought of the leading collectives of the Communist Party of China. In explaining its main content, we should take the fundamental stand of people-oriented and people-oriented; we should learn and teach, work and receive, have medical care for the sick, support the elderly and live in our homes; keep the bottom line, give prominence to the key points, and improve the system. The overall thinking of guiding public opinion, whether the people really benefit, whether the standard of real improvement of life into the main content of Xi Jinping people's livelihood thought, on this basis, concluded that this thought has the nature of the people. The basic characteristics of times and practice. Furthermore, this paper deeply analyzes the contemporary value of Xi Jinping's livelihood thought from the two aspects of theory and practice, that is, in theory, this thought develops Marxist thought of people's livelihood and enriches the thought of people's livelihood of Marxism in China. In practice, this thought has pointed out the realistic road for building a well-off society in an all-round way, provided theoretical guidance for comprehensively deepening the reform of the social system, and provided an action guide for promoting the construction of the people's livelihood.
