乌鲁木齐市天山区社区治理模式问题研究

【摘要】：随着我国城市化进程不断推进,城市社区治理作为社会治理能力和体系的构成部分,在全国各城市兴起并发展壮大,促进了中国社会主义民主建设进程。我国城市社区治理模式经历着由“政府全能”主导下的街道办——居委会制逐渐向合作主义的多元主体治理模式演进。2009年7·5事件发生后,出于维护稳定和基层政权建设需要,乌鲁木齐市进行了前所未有的社区建设,政府主导型治理模式得到了进一步的强化,乌鲁木齐市城市社区建设形成了明显行政化的倾向。同时也在一定程度上反映出基层政府定位不够清晰、社区居民参与意愿不够强烈、参与度不高、社区服务欠发达等问题。伴随新疆少数民族地区社会进一步的转型,以及国内国际形势的变化,社会矛盾逐渐复杂化,新型城市化建设的任务更加艰巨,因此发动各方力量整合各方资源,探索适合多民族城市治理需要的社区治理模式成为一项重要的研究课题,本文以乌鲁木齐市天山区社区治理模式为研究对象,结合乌鲁木齐市城市社区发展状况、社区治理演进、现状和影响因素等,从构建现代社区治理模式角度出发,探讨多民族城市社区治理模式及政策取向,提出了科学定位政府在社区治理中的角色,拓展社区自治空间,积极培育社区民间组织,培养居民的社区参与意识,借鉴国内外先进经验,建设一个政府依法行政、社区依法自治、政府管理功能与社区自治功能互补的具有中国特色的社区治理模式的建议,以期为我国多民族城市社区治理提供借鉴。
[Abstract]:With the development of urbanization in China, urban community governance, as an integral part of the social governance ability and system, has risen and developed in cities throughout the country, thus promoting the process of socialist democratic construction in China. The urban community governance model of our country has experienced the gradual evolution from the "all-powerful government" system to the co-operative multi-subject governance model. After the July 5 incident in 2009, it was necessary to maintain stability and build the grass-roots regime. Urumqi city has carried on the unprecedented community construction, the government-based governance model has been further strengthened, Urumqi city community construction has formed the obvious administrative tendency. At the same time, to some extent, it also reflects that the orientation of grass-roots government is not clear enough, the participation of community residents is not strong enough, the participation degree is not high, and the community service is underdeveloped and so on. With the further transformation of the society in the minority areas of Xinjiang and the changes in the domestic and international situation, the social contradictions are gradually becoming more complicated, and the task of building a new type of urbanization is even more arduous. It has become an important research topic to explore the community governance model suitable for the needs of multi-national urban governance. This paper takes the community governance model in Tianshan District of Urumqi as the research object, and combines the development of urban community in Urumqi. From the perspective of constructing modern community governance model, this paper discusses the community governance model and policy orientation of multi-national cities, and puts forward the role of government in community governance. Expand the community autonomy space, actively cultivate community non-governmental organizations, cultivate the community participation awareness of residents, learn from advanced experience at home and abroad, build a government according to law, community autonomy according to law, The suggestion of the mode of community governance with Chinese characteristics, which is complementary to the function of government management and community autonomy, is expected to provide reference for the community governance of multi-national cities in China.
