南岗区老年人日间照料设施现状调查及发展策略

【摘要】：为老年人提供日间照料是国内外普遍采用的一种社区养老服务方式。据统计,我国在“十二五”期间已建成社区日间照料包括留宿床位278.4万张。但与数字形成极大反差,目前我国城市中大量的老年人日间照料设施或弃用闲置或挪作他用,远未发挥出应有的作用。本文以哈尔滨市南岗区为整体案例,对其中的老年人日间照料设施进行设计研究,以适应我国社区养老的未来发展要求。首先,对存在的现状问题进行梳理:(1)对南岗区18个街道辖区的全部22个老年人日间照料室进行实地调查,统计日间照料服务开展及相应场所空间的分布、规模与使用情况;(2)走访南岗区有代表性社区的老年人及其家属,综合运用问卷和访谈方法,分析整理出日间照料服务的适宜类型及对场所空间的要求;(3)通过与英国谢菲尔德地区的老年人日间照料设施建设及使用情况进行对比,明晰南岗区此类设施建设方面与国际成熟经验的差异;(4)在上述分析基础上,全面总结出南岗区老年人日间照料设施建设的现状问题。然后,针对现状问题提出发展对策:(1)在城市尺度层面,综合考虑国家建设标准及南岗区用地性质、道路交通、街道辖区形状等因素,提出面向未来发展的规划布局策略:社区老年人日间照料中心总体服务范围覆盖城市居住用地、单体服务范围确保老年人可达性、同时鼓励其服务范围突破行政辖区;(2)在社区尺度层面,针对既有社区实际情况,为实现合理的社区配建,提出三点建议:以街道辖区为单位配建老年人日间照料设施、整合利用社区既有养老设施,共享社区公共场所资源;(3)在建筑尺度层面,以国家建筑标准设计图集14J819《社区老年人日间照料中心标准设计样图》中的设计方案为范例,通过适应性分析,提出优先建设二类、三类社区老年人日间照料中心,小规模、多功能、复合型社区养老服务中心,以及增设医养结合型老年人日间照料设施。最后,结合以上发展策略,将改进后南岗区社区老年人日间照料中心建设情况进行详细说明。同时,本文研究的成果也起到以点带面的作用,为哈尔滨市其它行政区,以及其它同类城市提高社区养老设施建设水平提供借鉴。
[Abstract]:Providing day care for the elderly is a kind of community pension service widely used at home and abroad. According to statistics, 2.784 million residential beds have been built in our country during the twelfth five-year plan. However, in contrast to the number, a large number of old people's day care facilities in cities in our country have not played their due role. This paper takes Nangang District of Harbin City as a whole case to design and study the day care facilities for the elderly in order to meet the future development requirements of the community pension in our country. First of all, to sort out the existing problems and make a survey of all 22 old people's day care rooms in 18 street districts of Nangang District, and to statistics the development of day care services and the distribution of space in the corresponding places. Scale and use: visit the elderly and their families in representative communities in Nangang District, and make comprehensive use of questionnaires and interview methods, The appropriate types of day care services and the demand for space were analyzed and compared with the construction and use of day care facilities for the elderly in Sheffield, England. On the basis of the above analysis, this paper sums up the present situation of the construction of day-care facilities for the elderly in Nangang District. Then, in view of the current situation, we put forward the development strategy: 1) at the level of city scale, considering comprehensively the national construction standards, the nature of the land used in Nangang District, the road traffic, the shape of the street district, and so on. The planning and layout strategy for the future development is put forward: the overall service scope of the community day care center for the elderly covers urban residential land, and the single service scope ensures the accessibility of the elderly. At the same time, it is encouraged to break through the scope of service in the administrative district. At the community level, and in view of the actual situation of the existing community, three suggestions are put forward for the realization of reasonable community allocation: the establishment of day care facilities for the elderly in the district of the street. Integration and utilization of existing pension facilities in the community, sharing of community public places resources in the building scale level, with the National Building Standard Design Plan set 14J819 "Community elderly Day Care Center Standard Design sample Map" as an example, Through adaptability analysis, it is suggested that priority should be given to the construction of two or three kinds of community day care centers for the elderly, small scale, multifunctional and composite community old-age service centers, as well as the establishment of day care facilities for the elderly with combination of medical treatment and support. Finally, combined with the above development strategies, the improvement of the Nangang district community elderly day care center construction will be explained in detail. At the same time, the results of this study also play a role in improving the level of community pension facilities in other administrative districts of Harbin and other similar cities.
