【摘要】：随着20世纪90年代开始的城市住房制度改革的逐步推进,城市住房市场化的浪潮催生了城市商品房社区的建设和城市社区治理实践的发展。在城市社区治理实践中最重要的活动要素是居民和社区组织,社区组织只有了解居民的利益诉求,才能更好地服务居民,服务社区。所以,本研究的议题是城市社区治理中的居民利益吸纳问题。城市社区治理中的居民利益吸纳是一个由各要素组成的联动系统,包括利益吸纳的主体、客体、途径和环境四个要素。城市社区治理中居民利益吸纳的主体是各类型的社区组织,客体是居民对城市社区治理中的利益诉求和期待,途径是社区组织对居民利益诉求进行吸纳的方式,环境是影响社区组织对居民利益进行吸纳的内外环境的综合作用。因此,城市社区治理中的居民利益吸纳的概念为:城市社区组织通过多元化的利益吸纳方式对社区居民的利益诉求进行了解、探索、掌握、整理、反馈的动态过程。本研究共分为如下七个部分:第一部分:研究绪论。第二部分:城市社区治理中的居民利益吸纳理论与目标分析。第三部分:城市社区治理中的居民利益吸纳实例分析。该部分是赴B市两个城市社区进行调查研究,对社区中的三种不同属性的组织进行"对居民利益吸纳"情况调查。第四部分:城市社区治理中的居民利益吸纳困境。第五部分:城市社区治理中的居民利益吸纳困境的原因。第六部分:城市社区治理中居民利益吸纳困境的对策。该部分是通过建立城市社区治理中的利益吸纳机制、完善城市社区法治体系建设以及完善国家——社区双向互动的治理结构来解决城市社区治理中居民利益吸纳的困境。第七部分:结论。
[Abstract]:With the gradual promotion of urban housing system reform in 1990s, the tide of urban housing marketization has led to the construction of urban housing community and the development of urban community governance practice. The most important active elements in the practice of urban community governance are residents and community groups, and community organizations only understand the interests of the residents. In order to better serve the residents and serve the community. Therefore, the topic of this study is the problem of absorbing the interests of the residents in the urban community governance. The absorption of the interests of the residents in the urban community governance is a linkage system composed of various elements, including four factors, the subject, the object, the way and the environment of the interest absorption.
