【摘要】：随着经济的发展,生态问题逐步显现并得到社会各界的高度重视。中国共产党的十六大报告中,“人与自然的和谐”理念首次被写入。这表明党开始将生态文明建设提高到战略议程的高度。这个理念的提出为党中央系统和深入提出生态文明建设思想奠定了理论基础,对生态文明建设的具体实践也具有重要的指导意义。十六大党在生态文明重要性方面的取得的全新认知,无疑是党对新时期生态文明建设的新形势,新境遇所进行的全面,科学,合理的把握。改革开放以来,中国经济发展取得了举世瞩目的伟大成就,然而,经济高速发展的同时,由于生态文明建设的相对滞后,经济发展带来的生态问题对经济和社会的全面发展造成了一定的影响。例如,在一些地方,出现了资源能源的危机,生态制度建设的困局,生态环境质量日益下降等问题,这些问题对国家、社会、人民的长远利益造成了一定的隐患,在一定程度上制约了我国经济和社会的健康发展。为了解决上述问题,中国共产党审时度势,作出生态文明建设发展的战略选择。十六大以来,中国共产党对生态文明建设的在理论和实践进行了探索,并收获了明显的成效,这无疑提高了其针对性,可操作性,并为解决当前中国社会所面临的生态问题提供了较好的理论指导。因而,十六大以来,中国共产党生态文明建设的理论和实践具有较高的研究价值。本研究通过审视十六大以来的生态现实,综合采用多种研究方法,立足相关的理论和实践研究成果,全面分析十六大以来的中国共产党的生态文明建设的理论和实践发展历程,各个阶段的发展内容,分析发展成效,并试图在此基础上总结一些重要的发展经验,为未来的生态文明建设发展提供有益的理论和实践启示。
[Abstract]:With the development of economy, ecological problems gradually appear and are highly valued by all walks of life. In the report of the 16th National Congress of the Communist Party of China, the idea of harmony between man and nature was written for the first time. This indicates that the Party has begun to raise the construction of ecological civilization to the height of its strategic agenda. This idea has laid a theoretical foundation for the Party Central Committee system and put forward the idea of ecological civilization construction in depth, and also has important guiding significance for the concrete practice of ecological civilization construction. The new cognition made by the 16th National Congress of the Communist Party of China on the importance of ecological civilization is undoubtedly a comprehensive, scientific and reasonable grasp of the new situation and new circumstances of the Party's ecological civilization construction in the new period. Since the reform and opening up, China's economic development has made great achievements that attract worldwide attention. However, with the rapid development of the economy, the construction of ecological civilization has lagged behind. The ecological problems brought by economic development have a certain impact on the overall development of economy and society. For example, in some places, there have been problems such as the crisis of resources and energy, the difficulties in the construction of the ecological system, and the declining quality of the ecological environment. These problems have caused certain hidden dangers to the long-term interests of the country, society, and the people. To a certain extent, it restricts the healthy development of our economy and society. In order to solve the above problems, the Communist Party of China judged the situation and made a strategic choice for the construction and development of ecological civilization. Since the 16th National Congress of the Communist Party of China, the Communist Party of China has explored the theory and practice of the construction of ecological civilization, and has gained remarkable results, which undoubtedly improves its pertinence and maneuverability. It also provides better theoretical guidance for solving the ecological problems that Chinese society is facing. Therefore, since the 16th National Congress of the Communist Party of China, the theory and practice of ecological civilization construction of the Communist Party of China has higher research value. By examining the ecological reality since the 16th National Congress of the Communist Party of China (CPC) and adopting various research methods, based on the relevant theoretical and practical research results, this study comprehensively analyzes the theoretical and practical development process of the construction of ecological civilization of the CPC since the 16th National Congress of China. The contents of each stage of development, the analysis of development effect, and the attempt to sum up some important development experiences on this basis, to provide useful theoretical and practical enlightenment for the construction and development of ecological civilization in the future.
