【摘要】：国际调停是欧盟执行共同外交和安全政策（CFSP）及欧盟安全防务政策(ESDP)的重要工具之一。二战后，欧洲共同体被作为一个和平计划实施。随着冷战的结束，欧盟作为一个对维护全球和平、民主和人权以及促进可持续发展有着重要责任的超国家行为体，开始在预防全球范围内的冲突和进行危机管理中发挥重要作用。国际调停作为一个有效且成本效益高的预防、转化和解决冲突的途径，逐渐被欧盟视作为解决危机冲突第一应对手段，，同时也是冲突预防战略的一个重要组成部分。本文探讨了国际调停的相关定义和欧盟作为一个特殊的国际行为体对国际调停的解读和国际调停实践，具体包括欧盟调停的动因、相关机构、调停政策和调停机制的发展。通过分析欧盟在三个不同地域（亚齐、格鲁吉亚、科索沃）冲突中的调停表现得出结论，即欧盟虽然在调停领域取得了明显成果，但依然存在理论和实践上的不足，而这些不足影响了欧盟的调停效果。
[Abstract]:International mediation is one of the important tools for the EU to implement the Common Foreign and Security Policy (CFSP) and the EU Security and Defense Policy (ESDP). After World War II, the European Community was implemented as a peace plan. With the end of the cold war, the European Union as a supranational actor with important responsibilities for the maintenance of global peace, democracy and human rights and the promotion of sustainable development, To play an important role in conflict prevention and crisis management around the world. As an effective and cost-effective way to prevent, transform and resolve conflicts, international mediation has gradually been regarded by the European Union as the first response to crisis resolution and an important component of conflict prevention strategies. This paper discusses the definition of international mediation, the interpretation and practice of international mediation by EU as a special international actor, including the motivation, relevant institutions, mediation policy and mediation mechanism of EU mediation. Through an analysis of the European Union's mediation performance in the conflicts in three different regions (Aceh, Georgia, Kosovo), it is concluded that although the EU has achieved significant results in the field of mediation, there are still theoretical and practical deficiencies. These deficiencies have affected the EU's mediation effectiveness.
