【摘要】：黑龙江省自2005年起进入人口老龄化社会,十年间全省增加了 100万老年人口,人口老龄化发展迅速。随着人口老龄化到来的是家庭结构的巨大变迁,大量"四二一"结构的家庭出现,两个成年人要负担四个老人的养老问题和一个孩子的教育问题,家庭养老负担沉重。与此同时,随着人均可支配收入的增加,现如今的老年人对养老的要求不再停留在吃饱穿暖的阶段,老年人愈加关注其在养老的过程中的生活质量。据有关资料显示,老年人对文化养老、旅游养老、保健养老等需求与日俱增。在这些大背景下,养老方式必然要发生改变。在过去十几年中,黑龙江省在关于发展社会化养老方面的理论研究已经比较成熟,但是关于发展养老服务尤其是发展异地互动养老服务的相关理论研究却较少。现有的一些理论研究多侧重于对异地互动养老模式的研究,而对于异地互动养老服务的方面的研究还较少。本文在现有理论的基础上对黑龙江省目前发展异地互动养老服务的优势,黑龙江省发展异地互动养老服务所面领的问题以及当前困境的问题成因展开研究,同时借鉴国内较为成功的异地互动养老服务的发展案例,以期对完善黑龙江省发展异地互动养老服务的理论体系起到一定完善作用。此外,发展异地互动养老服务有利于帮助老年人实现老有所乐,减轻政府养老负担同时有利于目的地经济发展。黑龙江省面临着发展异地互动养老服务面临着十年一遇的历史机遇,自身又具备得天独厚的优势。面对银发浪潮和人们生活水平的提高,老年人对养老服务的需求日益增长;黑龙江具备发展异地互动养老服务具备得天独厚的优势:整体生态化优势、医疗服务资源、旅游资源、绿色安全的食品保障供应。黑龙江省发展异地互动养老服务虽然存在着"互动"效应不明显、未能满足老年人多样性需求、互动平台发展滞后、配套设施不健全等问题。但发展前景广阔。文章以海南省"候鸟式"养老和辽宁省养老服务中心为案例,对两省发展异地互动养老服务的过程及成果进行分析,探寻发展异地互动养老服务的经验及启示。发展异地互动养老服务要抓住国家战略机遇,促进养老服务和旅游业的深度结合,同时大力发展第三方服务平台,并建立异地互动养老联盟。通过海南省"候鸟式"养老创新实践和辽宁省养老服务中心实践的研究,以期为黑龙江省互动养老服务的长远发展提供借鉴经验及启示。最后在政府宏观调控、鼓励社会力量参与、医养游养老品牌建设等方面提出了相关政策建议,以助力黑龙江养老服务事业的发展。在黑龙江省发展异地互动养老服务的工作中,要在政府宏观调控、鼓励社会力量参与、医养游养老品牌建设等方面下足功夫,以助力黑龙江养老服务事业的发展。
[Abstract]:Heilongjiang Province has entered an aging society since 2005. During the past ten years, the population of Heilongjiang Province has increased by 1 million, and the aging population has developed rapidly. With the coming of the aging of the population, the family structure changes greatly. A large number of families with "4 / 21" structure appear. Two adults have to bear the old-age problems of four old people and the education of one child, so the family has a heavy burden of providing for the aged. At the same time, with the increase of per capita disposable income, the demand for the aged is no longer in the stage of food and clothing, and the elderly pay more and more attention to the quality of life in the process of providing for the aged. According to relevant data, the elderly for cultural pension, tourism pension, health care and other needs are increasing. In these big background, endowment way must have to change. In the past ten years, the theoretical research on the development of socialized old-age care in Heilongjiang Province has been relatively mature, but there are few theoretical studies on the development of pension services, especially the development of interactive pension services in different places. Some existing theoretical studies focus on the interactive pension model in different places, but there are few researches on the interactive pension services in different places. On the basis of existing theories, this paper studies the advantages of developing interactive pension service in different places in Heilongjiang Province, the problems in the development of interactive pension services in different places in Heilongjiang Province, and the causes of the problems in the current predicament. At the same time draw lessons from the domestic more successful interactive pension service development cases in order to improve Heilongjiang Province to develop the theoretical system of interactive pension services to play a role in perfecting. In addition, the development of interactive pension services is conducive to help the elderly to achieve happiness, reduce the burden of government pension and help the economic development of the destination. Heilongjiang Province is faced with the historical opportunity of developing interactive pension service in different places and has its own unique advantages. In the face of the wave of silver hair and the improvement of people's living standard, the elderly's demand for old-age service is growing day by day; Heilongjiang has the unique advantages of developing the interactive pension service in different places: the overall ecological advantage, the medical service resources, Tourism resources, green and safe food supply. Although there are some problems in the development of interactive pension service in Heilongjiang Province, such as "interaction" effect is not obvious, it can not meet the diversity needs of the elderly, the development of interactive platform lags behind, and the supporting facilities are not perfect. But there are broad prospects for development. This paper analyzes the process and achievement of the development of the mutual pension service in different places in Hainan Province and Liaoning Province, and explores the experience and enlightenment of the development of the interactive pension service in different places. To develop the interactive pension service in different places, we should seize the national strategic opportunity, promote the deep combination of the pension service and tourism, and vigorously develop the third party service platform, and establish the interactive pension alliance in different places. Through the research on the innovation practice of "migratory bird" pension in Hainan Province and the practice of Liaoning Province old-age service center, the author hopes to provide reference experience and inspiration for the long-term development of interactive pension service in Heilongjiang Province. Finally, in the government macro-control, encourage the participation of social forces, medical care tourism pension brand construction and other aspects of the relevant policy recommendations, in order to help the development of Heilongjiang pension service. In order to help the development of pension service in Heilongjiang province, we should make great efforts in the government macro-control, encourage the participation of social forces, and build the brand of medical care for the aged in order to help the development of the service for the aged in Heilongjiang Province.
