【摘要】:肯尼迪政府的欧洲政策是构建美国领导下的“大西洋伙伴关系”,以便让欧洲为美国的冷战战略服务。1963年1月连续发生的戴高乐记者招待会、《法德条约》签订和英国加入欧洲经济共同体失败,对这一政策形成重大冲击。为应对危机,美国选择德国为主要干涉对象,最终推动德国在批准《法德条约》时通过了加强大西洋联盟的序言。法德政治合作遭遇挫折,一方面因为美欧实力悬殊、德国不得不屈服于美国的压力,另一方面也与戴高乐的外交风格有关。
[Abstract]:The Kennedy administration's European policy was to build an "Atlantic Partnership" under the leadership of the United States. In order to make Europe serve the Cold War strategy of the United States, the successive press conferences of Charles de Gaulle in January 1963, the signing of the Treaty between France and Germany and the failure of Britain to join the European Economic Community had a major impact on this policy. In response to the crisis, the United States chose Germany as the main object of intervention and finally pushed Germany to adopt the preamble to strengthen the Atlantic Alliance when it ratified the Franco-German Treaty. The political cooperation between France and Germany suffered a setback, due to the disparity between the United States and Europe, Germany had to succumb to the pressure of the United States, on the other hand, it was related to Charles de Gaulle's diplomatic style.
