邯郸市“村改居”社区公共物品供给研究

【摘要】：“村改居”是我国城镇化进程中的一种特有现象。“村改居”后,改制前的村民转变为市民,村民委员会建制转变为城市社区居民委员会建制,“村改居”社区公共服务的功能凸显,社区居民的需求日益增加并呈多元化趋势。“村改居”社区公共物品供给的数量和质量直接影响着转型期社区居民的归宿感、认同感、生产生活积极性以及物质和精神文化的需要。因此,提高“村改居”社区公共物品供给水平、解决社区公共物品供给中存在的问题是一个亟待解决的课题。本文首先归纳分析了国内外对“村改居”社区公共物品供给的相关理论研究,对“村改居”社区公共物品供给的相关概念进行了界定,为本文研究奠定了理论基础。然后,从实践的角度,以邯郸市“村改居”社区为对象,对其公共物品供给现状展开研究。通过实地调查研究邯郸市“村改居”社区的建设及其公共物品供给现实情况并加以分析,总结出邯郸市“村改居”社区在公共物品供给中存在的问题及其原因。通过借鉴国内外相关成功案例的经验教训,结合邯郸市实际情况,尝试构建邯郸市“村改居”公共物品供给的新模式。本文认为,在邯郸市“村改居”社区公共物品供给过程中,为提高供给效率和居民满意度,首先,应转变政府职能,构建服务型政府;其次,应建立多元化的供给模式和筹资模式;最后,应建立政府与居民合作共治的管理和监督体制。本文以邯郸市“村改居”社区为点,以点概面,希望能为更多地区“村改居”社区公共物品供给的模式构建提供借鉴。
[Abstract]:It is a special phenomenon in the process of urbanization of our country. After "changing from village to residence", the villagers before the reform turned into citizens, the system of villagers' committee was transformed into the system of urban community residents' committee, the function of community public service was prominent, the demand of community residents was increasing day by day and showed the trend of diversification. The quantity and quality of the public goods supply in the community directly affect the sense of belonging, the sense of identity, the enthusiasm of production and life, and the needs of material and spiritual culture in the community during the transition period. Therefore, it is an urgent task to improve the supply level of community public goods and solve the problems in community public goods supply. This paper first summarizes and analyzes the relevant theoretical research on the supply of community public goods at home and abroad, defines the relevant concepts of the supply of community public goods, and lays a theoretical foundation for this study. Then, from the point of view of practice, this paper studies the supply of public goods in the community of Handan. Based on the field investigation and analysis of the construction of "village to dwelling" community and the supply of public goods in Handan city, the problems and reasons in the supply of public goods in Handan "village to dwelling" community are summarized. Based on the experience and lessons of relevant successful cases at home and abroad and the actual situation of Handan City, this paper attempts to construct a new mode of supply of public goods in Handan City. In order to improve the efficiency of supply and the satisfaction of residents, in order to improve the supply efficiency and the satisfaction of residents, we should change the functions of the government and construct a service-oriented government in the process of "changing village to residence" in Handan City. Finally, the management and supervision system of government and residents should be set up. This paper takes the community of "changing village to dwelling" in Handan city as the point, and hopes to provide reference for the construction of public goods supply mode of community in more areas.
