微妙的平衡：俄罗斯与欧盟博弈中下的乌克兰外交政策

【摘要】：苏联解体后,欧洲大陆出现了两个具有影响力的中心,与此同时苏联地区也出现了两个不同地缘政治发展战略,就是欧盟的"欧洲"战略,即"大欧洲"概念(以东部伙伴关系为一个代表性的在本地区的倡议)和俄罗斯的在欧洲中亚地区的"欧亚"战略(以欧亚经济联盟为代表性的倡议)。在两个战略中,乌克兰的作用都是至关重要的。对俄罗斯来说,乌克兰对它地缘战略的实现更加重要,因此俄罗斯不让乌克兰脱离自己的势力范围。在这个背景下,乌克兰独立以后关键的任务是发展出一个能够保证国家的安全和稳定状态的外交政策。库奇马总统采取的平衡政策最初能满足这个要求,但是10年之后的亚努科维奇采取这种政策却成为了乌克兰危机的诱因之一。
[Abstract]:After the collapse of the Soviet Union, two influential centers appeared in the European continent. At the same time, two different geopolitical development strategies emerged in the Soviet region, namely, the "European" strategy of the European Union. The concept of "Greater Europe" (with the Eastern Partnership as a representative initiative in the region) and Russia's "Eurasian" Strategy in Europe and Central Asia (with the Eurasian Economic Union as the representative initiative). Ukraine's role is crucial in both strategies. For Russia, Ukraine's geo-strategy is more important, so Russia won't let Ukraine out of its sphere of influence. In this context, the key task after Ukraine's independence is to develop a foreign policy that guarantees the security and stability of the country. President Kuchma's balancing policy initially met that requirement, but a decade later, Yanukovych became one of the causes of the crisis in Ukraine.
