社会主义新农村建设视域下的农民养老保障问题研究

【摘要】：我国农村人口众多,农业、农村、农民问题一直受到党和国家的高度重视,农民养老保障问题关系农村民生事业,历来是党的“三农”工作的重要内容。党的十八大和十八届五中全会更是把对农村社会保障问题的关注提升到了一个新的高度。随着城镇化的快速发展以及我国人口老龄化程度的不断加深,农民养老的负担正在逐渐加重,这给农村养老保障事业带来了新的巨大的挑战。新时期,党和国家提出了社会主义新农村建设的重要战略思想,解决好农村社会养老问题是社会主义新农村建设的重要组成部分,直接关系到我国农村社会的发展。在社会主义新农村建设视域下研究农民养老保障这一问题,有着重要的理论价值和现实意义。本文以马克思主义社会保障观为指导,在马克思主义中国化社会保障思想相关理论的基础上,分析了现阶段我国农村社会养老存在的主要问题,剖析这些问题出现的原因,并且有针对性的提出解决农村养老问题的路径和对策,力求建立以家庭养老和社会养老为主体的农村养老方式,在此基础上建立多层次、多角度、全方位的农村养老保障制度,在社会主义新农村建设的过程中有序的推进农村养老保障制度的完善和发展。本文分为五个部分。引言部分,主要论述了选题背景、国内外的研究综述以及论文的研究价值和意义。第一部分,主要阐述了社会主义新农村建设和养老保障方面的相关理论以及社会主义新农村建设和农村养老保障建设的相互关系,简要论述了我国社会保障思想的发展历史。第二部分,主要阐述了我国现有的农村社会养老保障的方式以及社会主义新农村建设过程中我国农村养老保障出现的问题。第三部分,从各个角度全面深入的剖析我国农村养老保障出现问题的原因。第四部分,主要论述了社会主义新农村建设视域下养老保障的实现路径,提出有针对性的解决方法,要打破城乡二元结构,完善农村养老制度,积极动员社会力量,全面拓宽养老模式,强化政府执行能力,保障政策贯彻落实,弘扬尊老爱老文化,形成良好社会风气,注重养老精神建设,建造养老精神乐园,从经济、政治、文化和社会四个大的方面来进行论述,力求推动我国农村养老保障制度的完善和发展。
[Abstract]:Our country has a large rural population, agriculture, rural areas, farmers have been attached great importance to the party and the state. The issue of rural old-age security concerns rural people's livelihood, has always been an important part of the party's "three rural" work. The 18th Party Congress and the Fifth Plenary session of the 18th CPC Central Committee have raised the attention to rural social security to a new level. With the rapid development of urbanization and the deepening of the aging of the population in China, the burden of providing for the aged for the peasants is gradually increasing, which brings a great new challenge to the rural old-age security. In the new period, the Party and the state have put forward the important strategic thought of the construction of the new socialist countryside. To solve the problem of providing for the aged in the countryside is an important part of the construction of the new socialist countryside, which is directly related to the development of the rural society in our country. It is of great theoretical value and practical significance to study the problem of peasants' old-age security from the perspective of socialist new rural construction. Under the guidance of Marxist view of social security and on the basis of the relevant theories of Marxist social security ideology in China, this paper analyzes the main problems existing in the present stage of rural social pension in China, and analyzes the reasons for these problems. And pertinently put forward the path and countermeasures to solve the problem of rural old-age support, and strive to establish the rural old-age care mode with family and social pension as the main body, on the basis of which to establish a multi-level, multi-angle, all-round rural old-age security system. In the process of socialist new rural construction, the improvement and development of rural old-age security system will be promoted in an orderly manner. This paper is divided into five parts. Introduction, mainly discusses the background of the topic, domestic and foreign research review and the research value and significance of the paper. The first part mainly expounds the related theories of the construction of the new socialist countryside and the old-age security, as well as the relationship between the construction of the new socialist countryside and the rural old-age security construction, and briefly discusses the history of the development of the social security ideology in China. The second part mainly expounds the existing rural social old-age security in our country and the problems of the rural old-age security in the process of socialist new rural construction. In the third part, the causes of the problems in rural old-age security are thoroughly analyzed from various angles. The fourth part, mainly discusses the realization path of the old-age security under the new socialist countryside construction horizon, proposes the targeted solution, must break the urban-rural dual structure, consummates the rural old-age support system, mobilizes the social force positively, To comprehensively broaden the old-age support model, strengthen the government's executive ability, ensure the implementation of policies, promote the culture of respecting the elderly and loving the elderly, form a good social atmosphere, pay attention to the construction of the spirit of the aged, build a paradise for the spirit of the aged, and build a paradise for the spirit of the aged, In order to promote the improvement and development of the rural old-age security system in China, culture and society are discussed in four aspects.
