老年贫困预防:立足人的全面发展,关注生命全程

【摘要】：正消除贫困、改善民生,是党和政府始终追求的奋斗目标。改革开放以来,伴随着经济高速增长和大规模、有组织的国家扶贫行动,我国反贫困工作取得了举世瞩目的成就,党的十八届五中全会从全面建成小康社会奋斗目标出发,明确提出,到2020年我国现行标准下农村贫困人口实现脱贫,贫困县全部摘帽,解决区域性整体贫困。与此同时,进入21世纪,中国人口老龄化步伐加快,人口年龄结构正经历快速的改变,老年人口规模迅速扩大。理论和实际都证明,老年人口是贫困率较高的群体。可以预见,未来中国老年人口贫困问题会逐渐显性化。
[Abstract]:To eliminate poverty and improve people's livelihood is the goal that the Party and the government have always pursued. Since the reform and opening up, with the rapid economic growth and large-scale, organized national anti-poverty action, China's anti-poverty work has made remarkable achievements. The Fifth Plenary session of the 18th CPC Central Committee set out from the goal of building a well-off society in an all-round way. It is clearly proposed that by 2020, the rural poor population will be lifted out of poverty and all the poor counties will be lifted out of poverty in order to solve the overall regional poverty. At the same time, in the 21st century, the aging pace of China's population is accelerating, the population age structure is undergoing rapid changes, and the size of the elderly population is expanding rapidly. Both theory and practice have proved that the elderly population is the group with higher poverty rate. It can be predicted that the poverty problem of the elderly population in China will gradually become dominant in the future.
