基层协商与基层公共决策常态化对接机制建设初探

【摘要】：基层公共决策应以基层协商为必需的前置环节,但在实践中,需要合理确定协商议题和协商程度。现阶段基层协商存在议题设置不规范等诸多问题,与基层公共决策明显脱节。当前工作的重点应是建立健全基层协商与基层公共决策的常态对接机制,加强法律法规和制度建设,健全奖惩监督机制、人才培养和人力物力保障机制、信息公开与舆情工作机制,积极探索基层协商代表机制。
[Abstract]:Grass-roots public decision-making should be based on grass-roots consultation, but in practice, it is necessary to reasonably determine the subject and degree of consultation. At present, there are many problems in grass-roots consultation, such as non-standard setting, which is obviously out of touch with grass-roots public decision. The focus of the current work should be to establish and improve the normal docking mechanism between grass-roots consultation and grass-roots public decision-making, to strengthen the construction of laws, regulations and systems, to improve the mechanism of reward and punishment supervision, to train talents, and to ensure human and material resources. Open information and public opinion work mechanism, actively explore grass-roots consultation mechanism.
