优势视角下农村养老需要及其自组织满足

【摘要】：我国农村养老需要不断增加,既有的社会福利模式忽略了农村老年人及农村社会中蕴含的养老资源,对相应的养老福利制度模式的探索具有重大意义。优势视角下,农村老年人可通过自我参与的方式适度满足其养老需要。农村养老需要分为物质、公共文化、空间、情感、照料等层次并具有显著的老龄分层偏好。农村老年人协会中的老年能人以自身所处的社会关系网络中的位置实现老人社会支持系统的修复,通过礼物馈赠、空间再造、主体感培育和情感补遗,实现乡村养老需要公共品的内生制造与持续供给。对农村养老需要满足的自组织模式进行制度优化的方向是:以内置金融激活养老自组织造血功能;以民政资金盘活养老闲置资产,增加乡村老年社会福利空间;强化地方政府引导,创新并完善乡村治理机制,积极培育并发展公共文化型老年人协会组织。
[Abstract]:The need for the aged in rural areas is increasing, and the existing social welfare model ignores the old-age resources contained in the rural elderly and rural society, which is of great significance to the exploration of the corresponding old-age welfare system. From the perspective of superiority, the rural elderly can meet their pension needs through self-participation. Rural old-age needs are divided into material, public culture, space, emotion, care and other levels and have a significant delamination preference. The elderly people in the rural association of the elderly can realize the restoration of the social support system for the elderly by their own position in the social network of social relations, through gift gifts, space reengineering, the cultivation of a sense of subject and the affective supplement. The realization of rural old-age needs the endogenous manufacture and continuous supply of public goods. The direction of system optimization for the self-organizing mode of rural old-age care needs is: activating self-organized hematopoietic function with built-in finance, activating idle assets with civil funds, increasing social welfare space for the elderly in rural areas; Strengthen the guidance of local governments, innovate and improve the rural governance mechanism, and actively foster and develop public cultural associations of the elderly.
