世界性权力转移与二十国集团的发展

【摘要】：世界性权力转移蕴含着国家间权力的此消彼长,每一个权力转移的末端都伴随着国际秩序的重建。在理论方面,国际关系一般在现实主义、新自由制度主义与建构主义的框架下,将世界性权力转移与战争、国际制度以及文化认同相联系。在世界性权力转移历史路径方面,法国作为第一个现代意义上的世界性主导国遭到来自英国崛起的挑战,最终通过战争的方式实现权力转移。英国与美国则利用国际制度的推动作用实现权力转移的平稳过渡。这说明,随着时代的发展以及国际制度水平的提高,国际制度能够促使国家间权力转移以制度平稳的方式进行。当代世界性权力转移呈现新特点,包括:由西方国家间权力转移转变至东西方国家间权力转移、由国际制度单一模式向制度多元化包容性模式转变、以危机共同管理与全球治理为契机实现世界性权力转移。现阶段,G20作为当代世界经济的首要论坛,其论坛性质影响深远,已成为世界各国讨论国际金融治理的首要机制。G20作为当前最高的全球治理机制,其机制特点回应并影响了当代世界性权力转移的新特点。G20机相较于传统全球治理机制,G20机制更具有效性与代表性;G20囊括了G7以及金砖国家为代表的发达国家与新兴经济体,集团成员更加势均力敌,有利于形成更为开放性的机制,促进世界性权力转移朝平稳的方式过渡;当今世界性权力转移以金融危机为契机,G20具有更强的金融危机管理机制。目前,随着以中国为代表的新兴经济体的崛起,会以战争暴力亦或国际制度推动的方式实现世界性权力转移成为一个相当重要的问题。本文认为,G20机制需不完美,但它体现了未来全球治理机制的发展趋势,发达国家与新兴经济体国家将有望在G20框架内实现世界性权力的平稳过渡。
[Abstract]:The transfer of power in the world implies the rise and fall of power among nations, and the end of each power transfer is accompanied by the reconstruction of the international order. In theory, international relations generally link world power transfer with war, international system and cultural identity under the framework of realism, neo-liberal institutionalism and constructivism. In the aspect of the historical path of the world power transfer, France, as the first world leading country in the modern sense, was challenged by the rise of Britain, and finally realized the power transfer through the way of war. The United Kingdom and the United States use the international system to promote the smooth transition of power transfer. This shows that with the development of the times and the improvement of the international system, the international system can promote the transfer of power between countries in a stable way. The contemporary world power transfer presents new characteristics, including: from the power transfer between the western countries to the power transfer between the East and the West, from the single model of the international system to the inclusive model of the pluralistic system. Take the crisis co-management and the global governance as the opportunity to realize the world power transfer. At the present stage, the G20, as the leading forum of the contemporary world economy, has a far-reaching impact on its nature, and has become the primary mechanism for discussing international financial governance in all countries of the world. The G20 is the highest current global governance mechanism. Its institutional characteristics respond to and influence the new features of power transfer in the contemporary world. The G20 mechanism is more effective and representative than the traditional global governance mechanism. The G20 includes the G7 and the developed and emerging economies represented by the BRICS. Group members are more even, which is conducive to the formation of a more open mechanism to promote the world power transfer to a smooth transition; nowadays, the world power transfer takes the financial crisis as a turning point and the G20 has a stronger financial crisis management mechanism. At present, with the rise of emerging economies represented by China, it becomes a very important issue to realize the worldwide power transfer in the way of war violence or international system. This paper argues that the G20 mechanism needs to be imperfect, but it reflects the development trend of the global governance mechanism in the future. Developed countries and emerging economies will hopefully achieve a smooth transition of world power within the G20 framework.
