乐清市居家养老服务中的问题研究

【摘要】：我国是世界第一人口大国,也是世界上老年人口最多的国家,预计到本世纪中叶,我国60岁以上的老年人口将达4亿左右。人口老龄化不仅预示了人类社会的发展与进步,也给整个国家和社会带来了一系列的冲击和挑战,如何解决好老龄化问题,给老年人一个幸福、祥和的晚年,是摆在政府面前的一个巨大难题,也是对政府社会治理能力的巨大考验。随着经济社会的发展,生活水平的提高,家庭结构的转变,高龄、困难、孤寡老人日益增多,传统的家庭养老方式和机构养老方式已难以承托养老的重任。居家养老服务这一新型的提供养老服务的方式,由于其符合传统、适合国情、成本低廉的特点,填补了传统养老模式的大片空白,正在我国各地如火如荼的展开,对于完善我国养老服务体系具有重大作用。乐清市近年来也在积极创建居家养老服务体系,将其作为重要突破口,用来解决老龄化问题。本文以乐清市居家养老服务体系为研究对象,结合乐清市经济社会情况,通过资料分析、案例分析与问卷调查,发现问题,研究问题,并借鉴国内外研究情况与实践经验,为完善乐清市居家养老服务体系给出解决策略。尽管会遇到覆盖面窄、社会化程度不高、服务机构单一、服务专业化水平不足、资金来源短缺等问题,但是居家养老作为一种新型的养老模式,需要政府、养老服务机构、社会组织、社区居民、甚至是老年人自身的积极参与和支持,需要完善相关配套政策,鼓励全社会的共同参与,提升居家养老服务事业,不断优化乐清市居家养老服务体系。
[Abstract]:China is the largest population country in the world and has the largest number of elderly people in the world. It is estimated that by the middle of this century, the elderly population over 60 years old in our country will reach about 400 million. The aging population not only foreshadowed the development and progress of human society, but also brought a series of shocks and challenges to the whole country and society. How to solve the problem of aging well and give the elderly a happy and peaceful old age? In front of the government is a huge problem, but also a great test of the government's ability to govern society. With the development of economy and society, the improvement of living standard, the change of family structure, the old age, the difficulty, the lonely old people are increasing day by day. As a new way of providing old-age service, the home old-age service, because of its characteristics of traditional, suitable for national conditions and low cost, has filled the gap of the traditional old-age care model and is being carried out in full swing all over our country. To perfect our country endowment service system to have the important function. Yueqing has also been actively establishing the family pension service system in recent years as an important breakthrough to solve the aging problem. This paper takes the family pension service system of Yueqing City as the research object, combines the economic and social situation of Yueqing City, through data analysis, case analysis and questionnaire survey, finds out the problems, studies the problems, and draws lessons from the domestic and foreign research situation and practical experience. In order to improve the Yueqing home pension service system to give the solution. Although the coverage is narrow, the degree of socialization is not high, the service organization is single, the level of service specialization is insufficient, and the source of funds is short, etc., but as a new type of old-age care mode, the government and the old-age service institutions are required to provide for the aged at home. The active participation and support of social organizations, community residents and even the elderly themselves need to improve the relevant supporting policies, encourage the common participation of the whole society, promote the family pension service cause, and constantly optimize the family pension service system in Yueqing City.
