北京市民办养老机构自身发展研究

【摘要】：我国已经进入老龄化社会,北京也已进入老龄化城市行列。老龄社会的健康可持续发展已成为我们正面临的重大问题,也是世界性的难题。特别是我国实行独生子女政策后带来的人口总量和结构变化所引发的矛盾,已在近几年内集中体现,再加上受到传统文化的影响,我国老龄社会面临着区别于其他国家的更加复杂的问题。由于目前养老服务业需求缺口较大,而且现在北京市的公办养老机构只接受特定条件的老人,这使得单纯依靠居家养老、社区养老已经无法满足北京市日益增长的养老需求。为解决老龄化带来的各种问题,从中央到北京都出台了相关政策,鼓励民间资本进入养老服务市场,但由于养老市场开发仍处于初级阶段,各方面政策保障未能彻底落实到位,且民办养老机构的自身建设存在短板,这就导致了一方面北京市大部分民办养老机构生存困难,另一方面,现有的民办养老机构服务不到位,无法满足北京市老年人日益增长的服务需求。本文介绍了北京市老龄化的现状和特征以及民办养老机构的概况。以老年人需求为切入点,进行了两项调研,通过对北京市老年人机构养老意愿的调研,分析影响老人选择机构养老的因素及服务需求。同时,与北京市三家民办养老机构的负责人和入住老人进行访谈,并对入住老人进行了满意度调研,得到目前入住老人对养老院各方面服务的满意度。结合两个调研得出的结论,分析出目前北京市民办养老机构发展中存在的自身问题。再通过文献研究和实地走访,总结国内外养老机构的先进经验,为北京市民办养老机构如何在政府引导下,解决自身短板,促进发展提出建议。
[Abstract]:China has entered an aging society, Beijing has also entered the ranks of aging cities. The healthy and sustainable development of aging society has become a major problem we are facing, and it is also a worldwide problem. In particular, the contradictions caused by the total population and structural changes brought about by the implementation of the one-child policy in China have been reflected in recent years, coupled with the influence of traditional culture. China's aging society is faced with more complex problems that are different from other countries. Because of the large gap in the demand for the aged service industry and the fact that the public pension institutions in Beijing only accept the elderly with specific conditions, this makes it impossible to meet the increasing demand for the aged in Beijing by simply relying on the family for the aged. In order to solve all kinds of problems brought about by aging, relevant policies have been issued from the central government to Beijing to encourage private capital to enter the old-age service market. However, because the development of the old-age care market is still at an initial stage, all aspects of policy protection have not been fully implemented. And there are shortcomings in the self-construction of private pension institutions, which leads to the difficulty of survival of most of the private pension institutions in Beijing on the one hand, and the inadequate service of the existing private pension institutions on the other. Unable to meet the growing demand for services for the elderly in Beijing. This paper introduces the current situation and characteristics of aging in Beijing and the general situation of private pension institutions. Taking the needs of the elderly as the starting point, this paper carries out two surveys, analyzes the factors that affect the elderly's choice of institutional pension and the service demand through the investigation of the old people's institutional pension intention in Beijing. At the same time, interview with the responsible persons of three private pension institutions in Beijing and the elderly, and the survey of the satisfaction of the elderly, get the satisfaction of the elderly in various aspects of the nursing home service. Based on the conclusions of two investigations, this paper analyzes the problems existing in the development of private pension institutions in Beijing. Through literature research and field visits, this paper summarizes the advanced experience of old-age care institutions at home and abroad, and puts forward some suggestions on how to solve their own shortcomings and promote the development of private pension institutions in Beijing under the guidance of the government.
