【摘要】：社区作为社会结构的重要组成部分，在现如今中国的社会结构中占有着非常重要的地位。中国的社会结构正在经历着转型，从之前的“国家一元化”向“国家、市场、社区三元化”进行转变。这一转变的发生从社会层面来看，以往的街区管理正在朝着小区制转变，，并向着社区的目标在迈进。从参与群体的角度来看，以前的居民正在成为有着权利意识的业主，并且越来越表达出变成公民的意愿。社区作为一个在西方被较早研究的概念，是一个由聚居在一定地域范围的人所组成的社会共同体。社会是由各种不同大小的社区所构成的，从某种意义上说，对于社区的研究是对社会研究的起点。一个成熟的社区具有着诸多功能，它即使在政府运转失灵后，仍然可以运转，并保持着规则。成熟的社区将为政府节省大量的管理成本，同时还能够对政府的福利起到相应的补充作用。我国作为一个有庞大人口基数的国家，在改革开放进入“深水期”的现阶段，各种社会问题逐渐凸显，如人口老龄化、医疗资源有限等等。这些问题如果仍由政府大包大揽，那么不仅政府将不堪重负，而且人民的需求也无法得到满足。本文从社区自治的概念、内涵入手，通过对中西方社区研究的梳理，来分析现阶段社区自治的现状。文章通过对居民参与社区自治的调查分析，来发现社区自治时居民所暴露出的问题。同时结合了案例分析，以上海吴街平民社区的典型案例来思考形成如今居民参与社区自治所表现出的问题的深层原因。以实例来重点分析了现今在社区内所存在的四种组织的动员形式。随后探讨了以政府为主导的社区各组织的多元复合合作模式，并给出了笔者的意见，希望能对中国的社区自治产生启示。
[Abstract]:As an important part of social structure, community occupies a very important position in Chinese social structure nowadays. China's social structure is undergoing a transformation, from the former "unified state" to "state, market, community ternary transformation." From a social point of view, the former neighborhood management is moving towards the community system, and towards the goal of the community. From the perspective of participating groups, former residents are becoming proprietors with a sense of rights and are increasingly expressing the will to become citizens. Community, as a concept studied earlier in the West, is a social community composed of people living in a certain area. Society is made up of different communities. In a sense, the study of community is the starting point of social research. A mature community has many functions, even after the government fails to function, and maintain the rules. Mature communities will save the government a lot of administrative costs and will complement the government's welfare. As a country with a large population base, at the present stage of the reform and opening up to the outside world, various social problems have gradually become prominent, such as aging population, limited medical resources and so on. If these issues are still largely handled by the government, not only will the government be overwhelmed, but the needs of the people will not be met. Starting with the concept and connotation of community autonomy, this paper analyzes the present situation of community autonomy by combing the research of Chinese and western communities. Through the investigation and analysis of residents' participation in community autonomy, this paper finds out the problems exposed by residents. At the same time, combined with the case study, this paper takes the typical case of Wujie civilian community in Shanghai to think about the deep causes of the problems of residents' participation in community autonomy. This paper focuses on the analysis of the mobilization forms of four organizations in the community. Then, the paper discusses the multiplex cooperation mode of the community organizations, which is dominated by the government, and gives the author's opinions, hoping to enlighten the community autonomy in China.
