政府治理视角下的公民网络参政研究

【摘要】：互联网的出现减少了公民网络参政的成本,同时也极大提升了公民参政的积极性,网络参政所带来的效益显而易见。但同时,互联网本身的隐蔽性和分散性等特点又极易导致无政府主义,对政府治理视角下的公民网络参政进行研究,有助于预防和治理公民网络参政过程中的无序性表现带来的不良后果和深层危机。公民网络参政的积极性的上升趋势的现实与理论研究的相对缺失形成了强烈的对比,公民网络参政和政府的网络治理应该呈现什么样的状态,如何使公民网络参与健康有序地发展,政府如何正确对待并规范公民网络参与,这些都应是我们当前要解决的问题,对政府治理视角下的网络参政进行研究,具有一定的理论和实践意义。本文通过系统搜集国内外网络参政的相关材料,同时参考各类文献,进行认真的调查研究,并引用“阿拉伯之春”、“躲猫猫”事件、“悬浮照”事件等国内外典型网络参政相关案例,对真实发生的案例进行分析总结,使得论文的内容更加丰富翔实。本文首先对政府治理及网络参政进行了逐个的研究探析：一方面对网络参政的利与弊,尤其是网络参政存在的局限性进行了仔细的分析；另一方面,本文还总结学习了西方在网络参政和政府治理的好的经验和教训。最后,本文提炼出构建我国公民有序网络参政的几项长效机制：引导网络伦理道德的塑造；构建政府主导型治理模式；促使制度建设实效化；搭建网络管理技术平台；完善网络参政预警机制；建立网络突发事件的应急联动机制。
[Abstract]:The emergence of the Internet has reduced the cost of citizens' participation in politics, but also greatly improved the enthusiasm of citizens to participate in politics. The benefits of network participation in politics are obvious. But at the same time, the characteristics of the Internet itself, such as concealment and dispersion, can easily lead to anarchism. It is helpful to prevent and control the bad consequence and deep crisis brought by the disorderly behavior in the process of citizen's network participation in politics. The reality of the rising trend of the enthusiasm of citizens' network participation in politics is in sharp contrast to the relative absence of theoretical research. What kind of state should citizens' network participation in politics and government's network governance present? How to make the citizen network participate in the healthy and orderly development, how the government treat and standardize the citizen network participation correctly, these should be the problems that we should solve at present, the research on the network participation in politics under the government governance angle, It has certain theoretical and practical significance. In this paper, we systematically collect the relevant materials of network participation in politics at home and abroad, at the same time refer to various kinds of documents, carry out serious investigation and study, and quote the "Arab Spring", "hide and seek cat" incident, Some typical domestic and international cases of network participation in politics, such as "suspension photo", are analyzed and summarized to make the content of the thesis more abundant and accurate. Firstly, this paper makes a detailed analysis of government governance and network participation in politics. On the one hand, it makes a careful analysis of the advantages and disadvantages of network participation in politics, especially the limitations of network participation in politics; on the other hand, it makes a careful analysis of the advantages and disadvantages of network participation in politics, on the other hand, This article also summarizes the western network participation in politics and government governance good experience and lessons.
