中国协商民主发展的路径研究

【摘要】：党的十八大和十八届三中全会报告明确提出构建并完善中国社会主义协商民主的论断。建立健全中国协商民主源于协商民主内在价值的可期性；源于我国的国体、国情,世界其他国家和地区民主化进程中的经验和教训,当今世界形势等方面的要求。自抗日战争至今,中国协商民主经历不断地探索与发展,在实践与理论方面都积累了一定的成果。然而在此过程中,亦存在和出现一些问题与不足。推进中国协商民主的发展,需要克服不足,立足自身、兼容并蓄,审慎地分析并提出推进其发展的方向路径和相关措施。本文在论述与分析过程中,始终坚持立足于中国国情；运用经验研究、历史分析、文献研究、对比研究以及政治学结构——功能分析等方法。本文主要分为以下几个部分：第一部分,从不同的维度综述了关于中国式协商民主的内涵,总结概括中国协商民主的概念。分析其特征和推进中国协商民主发展的重要性。第二部分,从历史发展的角度回顾中国协商民主形成与发展的历程。并从结构和功能方面对中国协商民主的现状进行分析。第三部分,运用政治学结构——功能的分析方法,分析当前中国协商民主存在的问题与不足。进而从经济、政治、文化等角度分析了出现问题与不足的原因。第四部分,从发展背景、发展动力、理论基础三个方面对中西方协商民主进行对比分析；对中西方协商民主的结构与功能进行分析；从结构与功能两个方面探讨西方协商民主对我国的启示。第五部分,从方向路径和具体对策两个方面,对推进中国协商民主的发展,审慎地提出相关的建议与意见。
[Abstract]:The report of the 18th CPC Congress and the third Plenary session of the 18th CPC Central Committee clearly put forward the thesis of constructing and perfecting China's socialist consultative democracy. The establishment and perfection of China's deliberative democracy stems from the inherent value of consultative democracy, the national system, the national conditions, the experiences and lessons in the democratization process of other countries and regions in the world, and the demands of the world situation. Since the War of Resistance against Japan, China's deliberative democracy has been continuously explored and developed, and has accumulated some achievements in practice and theory. However, in this process, there are also some problems and deficiencies. In order to promote the development of China's deliberative democracy, it is necessary to overcome its shortcomings, base itself on itself, be inclusive, and prudently analyze and put forward the direction and relevant measures to promote the development of China's deliberative democracy. In the process of discussion and analysis, this paper always insists on the situation of China, and applies the methods of empirical study, historical analysis, literature study, comparative study and structure-function analysis of political science. This paper is divided into the following parts: the first part summarizes the connotation of Chinese deliberative democracy from different dimensions and summarizes the concept of Chinese deliberative democracy. Analysis of its characteristics and the importance of promoting the development of China's consultative democracy. The second part reviews the formation and development of China's consultative democracy from the perspective of historical development. And from the structural and functional aspects of the status quo of China's deliberative democracy are analyzed. In the third part, the problems and shortcomings of China's deliberative democracy are analyzed by using the method of structure-function analysis of political science. Then from the economic, political, cultural and other angles to analyze the causes of problems and deficiencies. The fourth part, from the development background, the development motive force, the theory foundation carries on the contrast analysis to the Chinese and the west negotiation democracy, the structure and the function of the Chinese and western consultation democracy; This paper probes into the enlightenment of western deliberative democracy to our country from two aspects of structure and function. The fifth part, from the direction path and the concrete countermeasure two aspects, to promote the Chinese consultation democracy development, prudently puts forward the related proposal and the opinion.
