泉州市丰泽区街道办事处的社区公共服务管理研究

【摘要】：进一步加强社区公共服务管理,是当前坚持党的群众路线的重要内容。作为区政府的派出机构,街道办事处能充分利用辖区单位和企业、社区社会组织、志愿者、居民等资源,有效提供公共服务,从而推进公共服务管理的创新与完善。目前,对社区公共服务建设的研究非常多见,但是,具体到街道办事处这一中国特有的基层政府组织的公共服务管理方面的直接研究成果和可借鉴的文献还比较少。作为海西建设战略一体化的泉州市而言,城市社区公共服务建设时间较短,街道社区公共服务管理中诸多方面存在的矛盾急需要根据实际情况进行解决和改善。本文运用了文献研究、实地调研、SWOT分析法等多种研究方法,借鉴国内外城市社区公共服务管理的成功经验,以街道办事处为切入点,对泉州市丰泽区街道办事处的社区公共服务管理进行了深入研究。丰泽街道办事处的社区公共服务管理工作在丰泽区具有一定的代表性,本文以此街道为例,深入分析其社区公共服务管理的现状,探讨其存在的主要问题和原因。在此基础上,结合泉州市丰泽区的实际发展现状,选择适用于泉州市丰泽区的发展路径,对完善泉州市丰泽区街道办事处的社区公共服务管理提出相关对策建议。丰泽区街道办事处社区公共服务管理的完善,需要推进街道办事处职能转变,健全社区公共服务建设运行机制,创新社区公共服务方式,加强社区公共服务队伍建设,构建政府主导下多元参与的社区公共服务管理模式。
[Abstract]:Further strengthening the management of community public service is an important content of adhering to the party's mass line. As the district government's agency, the district office can make full use of the resources of the district units and enterprises, community social organizations, volunteers, residents and so on, so as to promote the innovation and improvement of public service management. At present, there are many researches on the construction of community public service. However, there are few direct research results and references on the public service management of the subdistrict office, a special grass-roots government organization in China. As a strategic integration of Hercynian construction in Quanzhou City, the construction time of urban community public service is relatively short, and the contradictions in many aspects of community public service management need to be solved and improved according to the actual situation. This paper uses literature research, field investigation and SWOT analysis and other research methods to learn from the successful experience of the management of urban community public service at home and abroad, taking the street office as the starting point. The community public service management of Fengze District Sub-district Office of Quanzhou City is studied in depth. The community public service management of Fengze street office is representative in Fengze district. This paper takes the street as an example, deeply analyzes the present situation of its community public service management, and probes into the main problems and reasons of its existence. On this basis, combined with the actual development situation of Fengze District, Quanzhou City, choose the development path suitable for Fengze District of Quanzhou City, and put forward relevant countermeasures and suggestions to improve the community public service management of Fengze District Sub-district Office of Quanzhou City. In order to improve the management of community public service in Fengze District, it is necessary to promote the transformation of the function of the sub-district office, improve the operation mechanism of community public service construction, innovate the way of community public service, and strengthen the construction of community public service team. Construct the multi-participation community public service management mode under the government leadership.
