全面深化改革动力机制研究

【摘要】：动力机制简单的说就是“源动力的建设”。改革是对旧的生产关系、上层建筑进行局部或者根本性的调整,是推动社会发展的强大动力。改革既是发展动力的提供者,同时又受到动力的反作用。改革的不断推进需要强大的动力作为支撑,30多年的改革开放既给我们带来了举世瞩目的成就也带来了各种问题和挑战,伴随着矛盾的不断积累,现在我们已经处在了矛盾的深水区和攻坚期,全面深化改革这一重大战略决策正是在这一背景下提出的。生产力作为推动社会发展最基本的动力因素、党作为中国特色社会主义建设事业的领导核心,人民群众作为历史的创造者,将会在继续推进改革中发挥不可或缺的作用,为全面深化改革提供强大的的动力。但是要深化改革困难重重,这时消除来自于保守人士的影响和克服既得利益集团的阻力,如何发挥政府在改革中的不可或缺地位,对于汇聚起全面深化改革的合力将具有十分重要的意义。本文是在改革开放取得巨大成就的基础上、对改革动力理论总结的基础上、对改革阻力分析的基础上,创新性的分析和总结出全面深化改革的源动力,并对其进行深层次的分析、总结,以便为全面深化改革的源动力建设提供一种理论支持。
[Abstract]:The power mechanism is simply the construction of the source power. Reform is a local or fundamental adjustment of the old relations of production and superstructure, which is a powerful driving force to promote social development. Reform is not only the provider of development power, but also the reaction of power. The continuous progress of reform needs powerful power as support for more than 30 years of reform and opening up has brought us remarkable achievements as well as various problems and challenges, with the continuous accumulation of contradictions. Now we are in a deep water area and a critical period, and it is against this background that we have put forward the important strategic decision of deepening reform in an all-round way. As the most basic driving force to promote social development, the Party, as the leading core of the cause of building socialism with Chinese characteristics, and the masses of the people, as creators of history, will play an indispensable role in continuing to promote reform. It will provide a powerful impetus for deepening the reform in an all-round way. But in order to deepen the reform, it is difficult to remove the influence of conservatives and overcome the resistance of vested interest groups, and how to give full play to the indispensable position of the government in the reform. It will be of great significance to bring together the resultant force of deepening reform in an all-round way. On the basis of great achievements in reform and opening up, on the basis of summarizing the theory of the motive force of reform, and on the basis of the analysis of the resistance of reform, this paper analyzes and sums up the source power of deepening the reform in an all-round way. It is analyzed and summarized in order to provide a theoretical support for the overall deepening of the reform of the source power construction.
