广西医养结合型机构养老服务模式研究

【摘要】：我国已进入老龄化社会,养老问题和老年人医疗需求问题成为社会关注的焦点。随着家庭养老模式功能的逐渐弱化,机构养老服务模式成为老年人安享晚年的重要选择之一,然而大多数养老机构面临着无法满足老年人就医需求的问题,在这一形势下,“医养结合”机构养老服务模式被寄予厚望,目前该模式在全国还处于初级探索阶段。广西地处我国西部,是一个集边疆、多民族、多山、多贫困人口等特征为一体的少数民族自治地区,由于经济发展水平、人口分布特征以及文化差异等因素,广西民族地区养老模式的形成自然具有不同于中东部和汉族地区的特殊规律和特点,而当前国内的研究大都集中于对中东部地区和汉族地区进行,针对这些地区提出的构建完善的医养结合型机构养老服务体系的措施和政策建议,对于广西民族地区的养老服务而言缺乏较强的指导性,因而有必要围绕广西的实际情况进行有针对性的研究。本文通过对广西少数民族地区不同养老机构规模、经营情况,以及具有医养结合的养老机构现状进行分析,基于养老需求的角度,探寻“老有所养,老有所医”的医养结合型机构养老的服务模式,得出影响医养结合型机构养老服务发展的因素,利用政策创新,实现医疗和养老资源的整合,推动医养结合型机构养老服务模式的发展。
[Abstract]:China has entered an aging society, pension problems and medical needs of the elderly have become the focus of attention. With the gradual weakening of the function of the family old-age care model, the institutional old-age care service model has become one of the important choices for the elderly in their old age. However, most pension institutions are facing the problem that they cannot meet the medical needs of the elderly. The mode of institutional old-age service is highly expected, and it is still in the primary stage of exploration in the whole country. Guangxi is located in the western part of China. It is an autonomous region of ethnic minorities with the characteristics of border areas, ethnic groups, mountains, and poor people. Due to factors such as the level of economic development, the characteristics of population distribution and cultural differences, The formation of the pension model in Guangxi ethnic areas is naturally different from that of the central and eastern regions and the Han nationality regions. However, the current domestic studies are mostly focused on the central and eastern regions and the Han nationality areas. In view of these areas, the measures and policy suggestions for the establishment of a perfect system of medical and nursing institutional old-age care service are lack of strong guidance for the pension service in Guangxi ethnic areas. Therefore, it is necessary to carry out targeted research around the actual situation in Guangxi. Based on the analysis of the scale and management of different pension institutions in the minority areas of Guangxi, and the present situation of the pension institutions with the combination of medical care and support, this paper, based on the demand for the aged, explores "the sense of security and security for the elderly". The old-age service mode of "medical and nursing combination organization", draws the factors that influence the development of medical and support organization old-age service, and realizes the integration of medical treatment and old-age resources by policy innovation. To promote the development of the old-age service model of the medical institution.
