基于老年人幸福感视角下的河北省农村互助养老模式完善研究

【摘要】：随着人口老龄化的加剧和社会经济的发展,我国农村养老环境发生巨大变化的同时,农村老年人的养老需求也随之变化。农村老年人在养老补贴等物质条件满足之余开始寻求高一层次的养老需求如对养老质量提高的渴望,因此,对如何给老年人更多获得感和幸福感以满足其提高养老质量的需求问题成为一大研究热点。基于此,本分通过文献研究法对农村互助养老模式进行研究,综合前人的观点发现农村互助养老模式不仅蕴含中国互助互爱的优良传统文化美德更是一种符合中国基层现实情况的自助养老新模式,是解决农村养老难题的突破口;这种新模式有效整合农村传统社会资本和现代社会资本融合的同时,也为农村老年人的养老构建了一个互帮互助的中观平台,满足他们过上幸福的老年生活的高质量养老诉求。为了完善老年人幸福养老的中观平台,本文通过实践调查发现这一模式的现实不足与问题,如资金投入不足、服务对象获得感偏低、管理机制尚不完善、发展环境不佳,这些问题严重制约了我国农村互助养老服务模式的发展。为从根本上解决并使农村互助养老模式的发展走出困境,解决农村养老难题,积极营造良好的互助养老模式的发展环境,完善互助养老模式推广的指导规划,特别重要的是要建立健全一整套良性的管理机制来保障农村互助养老模式下老年生活获得感和幸福感的增强。本文笔者通过对河北省实行互助养老模式地区的老年人生活幸福感进行调研,对影响老年生活幸福感因素的回归分析,通过分析结果得出经济满足程度、孤独感、养老环境、家庭居住结构和身体状况是影响老年幸福感的五大因素,以此为基础建立了以老年幸福感为评价标准的视角来完善这一模式。同时,采用调查分析的方法对互助养老模式的发展现状进行实地调查。分析总结出河北省农村互助养老模式存在着资金收入保障不足、老年人对现存互助养老模式的管理水平满意度偏低、养老环境有待改善等方面的问题。为有针对性解决这些问题本文提出以老年人需求为导向,鼓励社会参与积极参与、建立多层次投资保障机制等对策来完善互助养老模式。为真正解决好农村养老问题让每位老年人都能过上“安心、静心、舒心”的幸福晚年生活做理论贡献。
[Abstract]:With the aggravation of population aging and the development of social economy, the rural old-age environment in China has changed greatly, and the demand for the aged in rural areas has also changed. The elderly in rural areas began to seek a higher level of demand for the aged, such as the desire to improve the quality of the aged, while the material conditions such as old-age allowance were satisfied. How to give the elderly more sense of gain and happiness to meet their needs to improve the quality of the aged has become a hot topic. Based on this, this paper studies the pattern of mutual support for the aged in rural areas through the method of literature research. Synthesizing the previous viewpoints, it is found that the rural mutual support pension model not only contains the fine traditional cultural virtue of mutual aid and mutual love in China, but also is a new self-help pension model in line with the reality of China's grass-roots level, and is a breakthrough to solve the problem of rural old-age support. This new model integrates rural traditional social capital and modern social capital effectively, at the same time, it also builds a meso-platform of mutual help and mutual assistance for the aged in rural areas, so as to satisfy their high-quality old-age demands for a happy old age life. In order to perfect the meso-platform of the aged's happiness for the aged, this paper finds out the practical deficiency and problems of this model through practical investigation, such as insufficient investment of funds, low sense of obtaining service objects, imperfect management mechanism and poor development environment. These problems have seriously restricted the development of rural mutual pension service model in China. In order to fundamentally solve and make the development of rural mutual support pension model out of the dilemma, solve the rural pension problems, actively create a good development environment for mutual support mode, improve the guidance plan of mutual assistance pension model promotion. It is particularly important to establish and improve a set of sound management mechanisms to ensure the enhancement of the sense of well-being and the sense of well-being of the elderly under the pattern of mutual support for the aged in rural areas. Based on the investigation of the elderly's well-being in Hebei Province, the author analyzes the factors that affect the elderly's well-being, and concludes the degree of economic satisfaction, loneliness, and the environment for the aged. The family living structure and physical condition are the five major factors that affect the well-being of the elderly. Based on these five factors, the model is perfected from the perspective of the evaluation standard of the well-being of the elderly. At the same time, the method of investigation and analysis is used to investigate the current situation of mutual pension model. It is concluded that there are some problems in the rural mutual support pension model in Hebei Province, such as the insufficient guarantee of capital income, the low degree of satisfaction of the old people to the management level of the existing pattern of mutual support for the aged and the need to improve the environment for the aged, etc. In order to solve these problems, this paper puts forward some countermeasures, such as taking the demand of the elderly as the guide, encouraging the society to participate actively, and establishing the multi-level investment guarantee mechanism to perfect the pattern of mutual support for the aged. In order to solve the rural old-age problem so that each elderly people can live a "peace of mind, meditation, comfort" happy old age to make a theoretical contribution.
