网络媒体对促进协商民主发展的作用研究

【摘要】：协商民主是在中国共产党领导下,人民内部各方面围绕改革发展稳定重大问题和涉及群众切身利益的实际问题,在决策之前和决策实施之中开展广泛协商,努力形成共识的重要民主形式。我们可以看到,协商民主的目标包括促进有效、民主的决策和促进共识的形成两个方面。为了推进广泛、多层次、制度化的协商民主体系的建设,需要让更多的普通民众有效地参与到政治决策的过程中来。当人们参与到政治决策中的时候,其本身带有的观念、认识以及公共协商的经验将对决策的质量和共识的形成造成影响。随着互联网媒体的兴起,人们参与政治的能力和热情都得到了一定的提高。人们在互联网构建的虚拟空间中商讨公共事务,通过互联网获取信息。而人们在互联网中的公共讨论与信息获取,必然将影响到人们对于现实中公共问题的认识。本文尝试着从协商民主的视角来观察互联网媒体带来的这些影响,探究其对于协商民主的意义。本文主要从两个角度来进行研究,第一,互联网媒体搭建起了一个网络公共讨论的虚拟空间,这种空间起着一种公共领域的作用,而人们在公共领域中的交往互动将影响到人们的行为与思想,起到一种形成民意的作用,并最终对正式的协商民主构成一定的影响。第二,互联网媒体的兴起改变了人们获取信息的方式,人们所能得到的信息量、信息的传递方式都发生了巨大的变化。而这种变化将会影响到人们对世界的认识,影响到人们观念、偏好的形成,从而对协商民主决策的质量和共识的形成产生一定的影响。综上所述,本文并不是将互联网中的讨论、互动、资料查阅作为一种协商民主的形式来研究,而是将其作为协商民主的一个背景来进行研究。
[Abstract]:Under the leadership of the Communist Party of China, deliberative democracy is a process of extensive consultation among the people in various fields, focusing on major issues of reform, development, stability and practical issues involving the vital interests of the masses, before and during the implementation of decision-making. An important form of democracy that seeks to forge consensus. We can see that the objectives of deliberative democracy include promoting effective, democratic decision-making and promoting consensus formation. In order to promote the construction of a broad, multi-level and institutionalized consultative democracy, more ordinary people need to participate in the process of political decision-making effectively. When people participate in political decision-making, their own ideas, knowledge and experience of public consultation will have an impact on the quality of decision-making and the formation of consensus. With the rise of Internet media, people's ability and enthusiasm to participate in politics have been improved. People discuss public affairs in the virtual space constructed by the Internet and obtain information through the Internet. Public discussion and information acquisition in the Internet will inevitably affect people's understanding of public problems in reality. This paper attempts to observe these effects of Internet media from the perspective of deliberative democracy and explore its significance for deliberative democracy. This article mainly carries on the research from two angles, first, the Internet media has set up a virtual space of the network public discussion, this kind of space plays the role of a kind of public domain. The interaction of people in the public sphere will affect people's behavior and thought, play a role of forming public opinion, and finally form a certain influence on the formal deliberative democracy. Second, the rise of Internet media has changed the way people obtain information, the amount of information that people can get, the way of information transmission has changed greatly. This kind of change will affect people's understanding of the world, the formation of people's ideas and preferences, thus have a certain impact on the quality of democratic decision-making and the formation of consensus. To sum up, this paper does not study the discussion, interaction and data access in the Internet as a form of deliberative democracy, but as a background of deliberative democracy.
