县级残疾人服务能力建设情况调查报告

【摘要】：县级残联在残疾人服务体系建设中处于关键位置,但对其服务能力建设状况尚不清楚。文章采用自制的《县级残疾人服务能力建设情况调查问卷》,通过按比例分层抽样,对全国121个县级单位的残疾人服务能力进行调查。调查发现,在机构设置、服务设施建设及服务能力等方面东部地区、中部地区和西部地区存在较大差异,东部地区整体状况明显好于中部地区和西部地区。作者提出充分认识加强县级残疾人服务管理的重要性、扎实做好动态更新成果转化工作、积极推进县域残疾人综合服务平台建设、不断完善残疾人政策保障制度和服务体系及进一步推进县级残联改革和基层工作创新发展等政策建议。
[Abstract]:The Paralympic Federation at the county level plays a key role in the construction of disability service system, but it is not clear about its service capacity construction. In this paper, the self-made questionnaire on the Construction of disabled Persons' Service capacity at County level was used to investigate the service ability of the disabled in 121 county-level units in China by means of proportional stratified sampling. It is found that there are great differences between the central region and the western region in the aspects of organization setup, service facilities construction and service capacity, and the overall situation of the eastern region is obviously better than that of the central region and the western region. The author suggests that we should fully understand the importance of strengthening the management of services for the disabled at the county level, do a solid job in the transformation of dynamic updating results, and actively promote the construction of a comprehensive service platform for the disabled at the county level. We will continue to improve the policy guarantee system and service system for the disabled and further promote the reform of the Paralympic Federation at the county level and the innovation and development of grass-roots work.
