国家主权与国际干涉——一种以规范为基础的解读

【摘要】：国际规范是建构主义国际关系理论研究的主要内容之一。建构主义主要关注规范的传播、内化和本土化等过程,认为规范塑造了行为体的身份和利益。在当代国际关系中,可以将国家主权和国际干涉看成是一对共生规范,因为它们相互依赖,并互以对方的存在为自身存在的前提,而对于主权理解的变化也推动了干涉行为的发展,特别是"保护的责任"这一概念在当代的发展。同时,规范的存在是以合法性为基础的,也就是说这种规范必须得到国际社会的普遍认可和接受。本文从规范变化的角度对主权和干涉之间的关系进行了研究,并指出干涉行为仍然需要在主权的框架下进行这一事实。
[Abstract]:International norms are one of the main contents of constructivist theory of international relations. Constructivism focuses on the dissemination, internalization and localization of norms, and believes that norms shape the identity and interests of actors. In contemporary international relations, national sovereignty and international interference can be regarded as a pair of symbiotic norms, because they depend on each other and take the existence of each other as a prerequisite for their own existence. The change of understanding of sovereignty also promotes the development of intervention, especially the concept of "responsibility to protect". At the same time, the existence of norms is based on legitimacy, that is, such norms must be universally recognized and accepted by the international community. This paper studies the relationship between sovereignty and interference from the point of view of normative change, and points out the fact that interference still needs to be carried out under the framework of sovereignty.
