利益分化背景下协商民主的利益整合功能研究

【摘要】：协商民主理论强调平等、自由的利益主体通过积极参与民主协商活动,就某项公共利益问题进行意见表达、理性协商,以至最终达成共识与合作。由此可见,协商民主能够有效地吸收不同利益主体的诉求和意见,加强公共决策的民主化与规范化,提高公共政策的科学性,这对于缓和与解决不同利益主体之间的利益矛盾有着不可忽视的重要价值。随着我国社会经济的不断发展,社会分工的日益细化,各行业、各领域之间的经济收益差距正在日趋扩大,再加上对经济效益的追求引起了个人利益意识的觉醒,致使社会的利益阶层不断分化,不同利益群体之间利益矛盾也因此而日趋凸显,由此造成了对我国原有稳定的社会秩序的严重挑战。协商民主对于社会的利益分化现象有着重要的整合作用,它能使多元的利益群体统一于公共利益;使不同的利益群体拥有平等的参与机会;使不同利益群体的政治参与具有合法性;使不同的利益群体获得理性诉求的机会。但是,协商民主利益整合功能的发挥仍然受到了来自不同因素的限制,既有公民意识形态观念的制约,也有国家分配制度的不足所造成的限制,还包括政治精英和利益集团以及社会不断变化的阶层结构所产生的削弱作用。因此,唯有通过努力培育人们全新的核心价值观,加强公权力运用的规范性,提高各利益主体之间的平等地位,保障各利益主体能够平等、自由与负责地参与到多样化的社会协商活动中,才能保证协商民主对社会利益分化的整合作用能够得到发挥。
[Abstract]:The theory of deliberative democracy emphasizes the equality and freedom of the subject of interest through the active participation in the democratic consultation to express opinions on a certain issue of public interest, to negotiate rationally, and finally to reach a consensus and cooperation. Thus, it can be seen that consultative democracy can effectively absorb the demands and opinions of different stakeholders, strengthen the democratization and standardization of public decision-making, and improve the scientific nature of public policies. This is of great value for easing and resolving the conflicts of interests between different stakeholders. With the development of our country's social economy and the refinement of social division of labor, the gap of economic benefits between various industries and fields is widening day by day, in addition, the pursuit of economic benefits has aroused the awareness of personal interest. As a result, the interests of the social class continue to divide, and the interests of different interest groups become increasingly prominent, resulting in a serious challenge to the original stable social order of our country. Deliberative democracy plays an important role in integrating the phenomenon of social interest differentiation, it can make the pluralistic interest groups unify in the public interest, and make different interest groups have equal participation opportunities. Make the political participation of different interest groups have legitimacy, and make different interest groups obtain the opportunity of rational appeal. However, the function of the integration of democratic interests of consultation is still restricted by different factors, such as the restriction of citizens' ideology and the limitation caused by the insufficiency of the national distribution system. It also includes the weakening effects of the political elite and interest groups, as well as the changing social class structure. Therefore, only through efforts to cultivate people's new core values, strengthen the norms of the use of public power, improve the equal status between the various stakeholders, and ensure that all stakeholders can be equal, Only by participating freely and responsibly in diverse social consultation activities can we ensure that the integration of consultative democracy into the differentiation of social interests can be brought into play.
