中国社区治理创新的特征、动因与绩效——基于“中国社区治理创新成果”的多案例分析

【摘要】：城乡社区治理的重要性日益凸显,实践中亦有大量社区治理创新的探索,然而对于我国社区治理创新的整体性图景,学界探讨的不多。基于对民政部组织评选出的2013至2015年三届共55项"中国社区治理创新成果"的多案例分析,研究发现:我国社区治理创新呈现"东部强,中西部弱"和城乡社区不平衡的空间分布格局;社区治理创新主体以区县级政府组织为主;党和政府的倡导推动、社区治理问题倒逼驱动以及回应基层群众的需求是催生社区治理创新的主要动因。社区治理创新的领域主要集中在社区治理体制创新、社区公众参与创新和社区公共服务创新上,社区治理创新的方式呈现出探索性创新、累积性创新和学习性创新三种形态。这些社区治理创新成果,为推进社区治理体系和治理能力现代化提供了鲜活的样板。但今后仍然应着力提升中西部地区和农村社区的治理创新能力,社区治理创新的可持续性也有待进一步的观察。
[Abstract]:The importance of urban and rural community governance is increasingly prominent, and there are a lot of community governance innovation exploration in practice. However, there is not much academic research on the holistic picture of community governance innovation in China. Based on the multi-case analysis of 55 items of "innovation in community governance in China" selected by the Ministry of Civil Affairs from 2013 to 2015, it is found that the innovation of community governance in China is "strong in the east". The spatial distribution pattern of weak "and unbalanced urban and rural communities in the central and western regions"; the main body of community governance innovation is the regional and county government organizations; the advocacy of the Party and the government; Community governance is driven by the problem of community governance and responds to the needs of the grassroots. The field of community governance innovation mainly focuses on community governance system innovation, community public participation innovation and community public service innovation. Community governance innovation presents three forms: exploratory innovation, cumulative innovation and learning innovation. These innovative achievements of community governance provide a fresh model for promoting the modernization of community governance system and governance ability. But in the future, the ability of governance innovation in central and western areas and rural communities should be improved, and the sustainability of community governance innovation should be further observed.
