构建周边安全共同体:挑战与对策

【摘要】：周边命运共同体构建需要经历周边利益共同体、周边安全共同体和周边命运共同体三个阶段,其中周边安全共同体起着"承上启下"的关键作用。周边安全共同体构建面临权力竞争、机制竞争和观念竞争等主要挑战,需要循序渐进,从观念共识到共同行动,从机制对话到机制协调,从大国协调到机制统筹,最终推动周边安全共同体的实现。周边安全共同体的构建离不开中国周边安全战略的良好运筹,中国应该通过"双重协调"战略推动周边命运共同体的实现。
[Abstract]:The construction of the peripheral destiny community needs to go through three stages: the peripheral interest community, the peripheral security community and the peripheral destiny community, in which the peripheral security community plays the key role of "connecting the past with the next". The construction of the peripheral security community faces major challenges, such as power competition, mechanism competition and conceptual competition, and needs to be gradual and orderly, ranging from conceptual consensus to common action, from mechanism dialogue to mechanism coordination, from great power coordination to mechanism coordination. Finally promote the realization of peripheral security community. The construction of the peripheral security community can not be separated from the good operation of China's peripheral security strategy. China should promote the realization of the peripheral community of destiny through the strategy of "double coordination".
