德国公务员制度的渊源、制度特点及历史地位

【摘要】:德国建立公务员制度较早,在形成和发展的过程中,德国公务员制度形成了具有一定德国特色的制度。无论是入职前的考核制度,还是入职后的管理与保障制度,德国的公务员制度都表现出了特殊的优越性。本文选取现代德国公务员制度作为研究对象,通过对德国录用制度的特点、管理制度的特点和保障制度的特点进行分析探究,以此评价对德国的意义和对美国公务员的比较。本文包括四个部分:第一部分是绪论,主要介绍本论文选题的研究目的与意义,国外与国内学术界对于相关内容的研究成果,本论文的基本结构与研究方法和对德国现代公务员进行了概念界定。第二部分是正文第一章,以时间为线索,阐述了从普鲁士时期至今,德国公务员制度从萌芽到现代化的演进过程,证明德国的公务员制度经过长期的历史演变而逐渐发展完善。第三部分是正文第二章,综述学术界以德国公务员制度具体规定为研究对象,笔者在此基础上对德国现代公务员制度进行了分类,并根据分类着重分析了德国公务员的录用制度、管理制度和保障制度的特点。第四部分是正文第三章,本章主要在研究德国公务员制度发展过程的基础上,分析了德国公务员的历史地位,以及与美国文官制度的相关比较,从而突显出德国公务员制度在国际政治制度历史上的特殊地位。
[Abstract]:In the process of formation and development, the German civil service system formed a system with certain German characteristics. Germany's civil service system has special advantages, whether it is the pre-entry appraisal system or the post-entry management and security system. This article selects the modern German civil service system as the research object, through the German employment system characteristic, the management system characteristic and the safeguard system characteristic carries on the analysis exploration, evaluates the significance to Germany and the comparison to the American civil servant. This article includes four parts: the first part is the introduction, mainly introduces the research purpose and significance of this thesis, the research results of the relevant content of the foreign and domestic academic circles, The basic structure and research method of this paper and the concept of modern German civil servants are defined. The second part is the first chapter of the text, taking the time as the clue, elaborated from Prussia period to now, the German civil service system from the germination to the modernization evolution process, proved that the German civil service system through the long-term historical evolution and gradually developed and perfected. The third part is the second chapter of the text, which summarizes that the academic circles take the German civil service system as the research object, and on this basis, the author classifies the modern German civil service system. According to the classification, the characteristics of employment system, management system and security system of German civil servants are analyzed. The fourth part is the third chapter of the main body, this chapter mainly on the basis of studying the development process of the German civil service system, analyzes the historical status of the German civil servant, as well as the related comparison with the American civil service system. Thus highlighting the German civil service system in the history of the international political system a special position.
