十八大以来党的对外开放思想研究

【摘要】：当历史由民族历史转化为世界历史,开放就成为人类历史发展的大势。任何一个国家要想走向繁荣强盛,开放是必由之路,这也是中国历史得出的深刻教训。党的十一届三中全会以来,中国坚持对外开放的基本国策,奉行互利共赢的开放战略,取得了令世人瞩目的成绩,中国目前是世界第二大经济体,全球第一大货物贸易国和第一大吸引外资国。但自2008年国际金融危机以来,世界经济形势发生了深刻变化,全球经济发展失衡,持续低迷,动力不足,复苏艰难。与此同时,深度融入经济全球化的中国经济发展也进入到了一个新的阶段,经济增长速度由高速转为中高速,调整产业结构、创新增长动力、转变经济发展方式的要求变得十分迫切。所有这些变化,对中国的对外开放提出了新的更高的要求。党的十八大以来,以习近平为核心的党中央针对国内外形势的新变化进行了深刻分析、科学决策,站在实现“两个一百年”的奋斗目标和实现中华民族伟大复兴的中国梦这一新的历史起点,统筹国内国外两个发展大局,十八大以来的党中央提出了一系列新的对外开放思想,实行了更为积极主动的对外开放战略,使中国进入到一个全新的开放时期。深入研究党的十八大以来提出的对外开放新思想无疑具有重要的理论价值和现实意义。本文主要包括四个部分:第一部分是绪论,主要叙述了论文的选题背景和研究意义,对论文选题相关的国内外研究现状进行了综述,并说明了本文的研究方法和创新之处。第二部分是对十八大以来党的对外开放思想形成的基础和背景进行了梳理。主要从理论基础、实践基础和现实背景三个方面进行了阐述。这部分的论述为研究党的十八大以来的对外开放思想这一主体内容起到了铺垫作用。第三部分对十八大以来党的对外开放思想的主要内容进行了全面系统的概括,这部分是本文的重点。首先,阐述了党的开放发展的治国理念,对其提出的开放是国家发展繁荣的必由之路思想进行了论述。其次,从经济和外交两个方面概括了党的十八大以来提出的对外开放思想。经济方面,发展更高层次的开放型经济,奉行互利共赢的开放战略、构建开放型经济新体制、完善对外开放战略布局。外交方面,实施更为积极主动的国际战略,提出打造人类命运共同体理念、构建以合作共赢为核心的新型国际关系、推进全球治理体系变革。最后,对“一带一路”战略进行了论述,指出“一带一路”打造了我国对外开放的新格局。第四部分对十八大以来党的对外开放思想进行评析。主要分析它的特点、理论意义和实践意义。最后的结束语部分对全文写作进行了总结。
[Abstract]:When history changes from national history to world history, opening up becomes the trend of human history development. Opening to the outside world is the only way for any country to become prosperous and prosperous, which is also a profound lesson of Chinese history. Since the third Plenary session of the 11th CPC Central Committee, China has adhered to the basic state policy of opening up to the outside world, pursued a win-win strategy of opening up and achieved remarkable results. China is currently the second largest economy in the world. The world's largest trading country in goods and the largest attracting foreign countries. But since the 2008 international financial crisis, the world economic situation has undergone profound changes, the global economic development imbalance, continued downturn, lack of momentum, recovery is difficult. At the same time, China's economic development, which is deeply integrated into economic globalization, has also entered a new stage. The economic growth rate has changed from high to medium high speed, readjusting the industrial structure, and innovating the power of growth. The need to change the way the economy develops becomes urgent. All these changes have put forward new and higher requirements for China's opening up to the outside world. Since the 18th National Congress of the Party, the CPC Central Committee, with Xi Jinping as the core, has made a profound analysis of the new changes in the situation at home and abroad and made scientific decisions. Standing at the new historical starting point of realizing the goal of "two hundred years" and realizing the great rejuvenation of the Chinese nation, and coordinating the overall situation of domestic and foreign development, the party Central Committee since the 18th National Congress has put forward a series of new ideas on opening up to the outside world. The implementation of a more proactive strategy of opening to the outside world, China entered a new opening period. It is undoubtedly of great theoretical value and practical significance to study the new thought of opening to the outside world put forward since the 18th National Congress of the Communist Party of China (CPC). This paper mainly includes four parts: the first part is the introduction, mainly describes the background and significance of this paper, summarizes the domestic and foreign research status, and explains the research methods and innovations of this paper. The second part combs the foundation and background of the Party's thought of opening to the outside world since the 18th National Congress. Mainly from the theory foundation, the practice foundation and the realistic background three aspects have carried on the elaboration. This part of the exposition for the study of the party since the 18 th National Congress of the main content of the open-door thought played a role in paving the way. The third part summarizes the main contents of the Party's thought of opening to the outside world since the 18th CPC Congress, which is the focus of this paper. First of all, it expounds the concept of the Party's open development, and discusses the idea that openness is the only way for the development and prosperity of the country. Secondly, the economic and diplomatic aspects of the party since the 18 th Congress put forward the open-door thought. In terms of economy, we should develop a higher level open economy, pursue a win-win strategy of opening up, construct a new open economy system, and perfect the strategic layout of opening up to the outside world. In the aspect of diplomacy, we should carry out a more proactive international strategy, put forward the idea of creating a community of human destiny, construct a new type of international relations with win-win cooperation as the core, and promote the reform of the global governance system. Finally, this paper discusses Belt and Road's strategy and points out that Belt and Road has created a new pattern of opening to the outside world. The fourth part comments on the Party's thought of opening to the outside world since the 18th National Congress. The main analysis of its characteristics, theoretical and practical significance. The last part of the conclusion summarizes the full-text writing.
