关爱留守儿童的政府行为研究

【摘要】:建国以来,特别是改革开放以来,随着经济社会的发展,我国城市化水平不断提高,大量的农村劳动力为了寻求更多的就业机会,背井离乡来到城市。然而,这种大规模的劳动力流动,并没有带来真正意义上的人口大迁徙,城乡二元社会结构的体制壁垒,加剧了城乡之间日益凸出的矛盾,外出务工的青壮年劳动力,不得不将子女留在家乡,形成了一个新的特殊群体——留守儿童。这类特殊的群体由于缺乏父母家庭的关爱,在生活上、学习上、心理上面临着太多的问题,并逐渐成为影响实现社会公平正义、促进社会和谐发展的巨大挑战之一。留守儿童作为弱势群体,越来越多的专家学者将目光聚焦在他们身上,同时也已经引起了政府部门的高度重视及全社会的共同关注。留守儿童能否健康成长,直接关系到我国未来的发展、关系到社会的稳定和谐发展。作为公共组织者的政府,尽管一再强调农村留守儿童对祖国未来发展的重要性,但是在现实中却一再遭到弱化的尴尬,致使留守儿童问题迟迟得不到根本性的缓解。因此,政府如何作为成为了解决问题的关键。如何实现对留守儿童问题的有效公共治理,如何让相关部门各司其职,如何调动其他社会主体共同参与到留守儿童保护问题中,甚至如何借助国际力量等一切可以参与的力量来共同解决留守儿童问题,是值得政府思考和探讨的。这既是政府义不容辞的责任,也是促进和谐社会发展的需要。文章通过查阅收集大量文献资料,并实地走访南安市部分乡镇调研、访谈并综合运用公共产品供给理论、儿童发展理论等相关观点,对我国留守儿童问题进行分析,并深入剖析政府行为的作为与不作为,粗浅地提出包括改革社会二元结构、完善法律法规、增加公共服务供给、整合资源、借助国际力量等五个方面在内的解决留守儿童问题的建议,尝试为我国农村留守儿童问题的管理构建一个政府主导其他社会主体共同参与的具有现实意义的多元主体模式,期以能对政府应对留守儿童问题拓展出更多的探讨空间,为突破目前留守儿童问题政府行为方法论上的困惑,提供一种更为开放的视角,同时也为应对留守儿童问题的政府行为提供更为充实的理论依据。
[Abstract]:Since the founding of the people's Republic of China, especially since the reform and opening up, with the development of economy and society, the urbanization level of our country has been continuously improved. In order to seek more employment opportunities, a large number of rural labors have left their homes and come to the cities. However, this large-scale labor flow has not brought about a real population migration, and the structural barriers to the dual social structure between urban and rural areas have exacerbated the increasingly prominent contradictions between urban and rural areas. Children had to be left at home, forming a new special group-left-behind children. Due to the lack of parental care, these special groups face too many psychological problems in life and study, and gradually become one of the great challenges that affect the realization of social justice and social harmony. As a vulnerable group, more and more experts and scholars have focused on them, and have also attracted great attention from government departments and the whole society. Whether the left-behind children can grow healthily is directly related to the future development of our country and the stable and harmonious development of the society. As a public organizer, the government has repeatedly stressed the importance of rural left-behind children to the future development of the motherland, but in reality it has been repeatedly weakened embarrassment, resulting in the problem of children left behind has not been fundamentally alleviated. Therefore, how the government has become the key to solve the problem. How to achieve effective public governance of left-behind children, how to let relevant departments perform their respective duties, how to mobilize other social subjects to participate in the protection of left-behind children, How to solve the problem of left-behind children with the help of international force and all other forces is worthy of the government's consideration and discussion. This is not only the responsibility of the government, but also the need to promote the development of a harmonious society. This paper analyzes the problem of left-behind children in China by consulting and collecting a large amount of literature, visiting some towns and villages in Nanan City, interviewing and synthetically applying the theory of supply of public goods and the theory of child development, etc. And deeply analyze the actions and omissions of the government behavior, and put forward, including reforming the dual structure of the society, perfecting the laws and regulations, increasing the supply of public services and integrating resources. With the help of the suggestions from five aspects, such as international strength, to solve the problem of left-behind children, this paper attempts to build a multi-subject model with practical significance for the management of the problem of left-behind children in rural areas, in which the government dominates the participation of other social subjects. In order to open up more space for the government to deal with the problem of left-behind children, and to break through the bewilderment of the current government behavior methodology of left-behind children, and to provide a more open perspective, At the same time, it also provides a more substantial theoretical basis for government behavior to deal with the problem of left-behind children.
