权力、制度、文化:亚太区域体系转型研究

【摘要】:改革开放以来,中国经济取得长足发展,综合国力显著提高,中国的发展让世界瞩目。随着美国重返亚太战略的实施,中美两国在亚太地区的博弈成为世界关注的焦点,亚太地区随即也成为了国际社会的热土。随着美国综合国力的相对衰落、中国以及亚太地区发展中国家的强势崛起,亚太地区的国家间力量对比随之变化,从而导致亚太区域体系呈现转型之势。本文主要采用国际体系转型的一般研究方法,运用国际关系理论三大主流学派的核心话语—权力、制度、文化,研究亚太区域体系的转型。冷战结束之前,亚太区域体系历史经历了从以中国为核心的朝贡体系、近代的殖民体系到美苏两极格局体系的演进。冷战结束,两极格局瓦解,在国际体系转型的同时,亚太区域体系也出现转型之势。从权力结构上看,亚太区域权力结构发生了从两极对峙到“一超多强”再到美中并立、各占优势的变化。从制度合作上看:亚太区域的制度合作从冷战时期的阵营分野明显中走出,取得长足进步,实现了从军事向经济、从个别向区域合作的转变,并在此基础上出现了许多新的区域性合作机制。从区域观念上看:冷战思维虽然淡化,意识形态直接对抗减弱,但是政治互信难以达成,共有观念建构障碍犹存。显然,国际体系的转型不是一蹴而就的,亚太区域体系亦是如此。在国际体系转型的大背景下,亚太区域体系的转型呈现出了与之不同的特点—转型与延续并存。亚太区域体系在权力结构、制度合作上与国际体系转型呈现一致,但是亚太区域体系在共有观念的形成方面较国际体系的转型更为困难。中国作为崛起大国,不仅在权力结构、制度合作等方面对国际体系转型产生了重大影响,中国更是亚太区域体系转型与延续中的关键变量,要顺应体系转型,谋求跨越发展,中国必须在注重科学发展、增强国家实力,倡导区域合作、提升话语权,提升文化共识、增进国家软实力等方面有所作为。
[Abstract]:Since the reform and opening up, China's economy has made great progress and its comprehensive national strength has improved significantly. China's development has attracted the attention of the world. With the implementation of the American strategy of returning to the Asia-Pacific region, the game between China and the United States in the Asia-Pacific region has become the focus of the world's attention, and the Asia-Pacific region has become the hot spot of the international community. With the relative decline of the comprehensive national strength of the United States and the strong rise of China and the developing countries in the Asia-Pacific region, the power balance among the countries in the Asia-Pacific region changes, which leads to the trend of the transformation of the Asia-Pacific regional system. This paper mainly adopts the general research method of the transformation of international system, uses the core discourse of three major schools of international relations theory-power, institution, culture, and studies the transformation of Asia-Pacific regional system. Before the end of the Cold War, the history of the Asia-Pacific regional system experienced the evolution from the tributary system with China as the core, the modern colonial system to the bipolar pattern system of the United States and the Soviet Union. At the end of the Cold War, the bipolar structure disintegrated, while the international system transformed, the Asia-Pacific regional system also appeared the trend of transformation. From the power structure point of view, the power structure in the Asia-Pacific region has changed from the bipolar confrontation to the "one superpower" and then to the United States and China side by side. From the perspective of institutional cooperation: institutional cooperation in the Asia-Pacific region has made considerable progress from a clear separation of camps during the Cold War period, and has achieved a transformation from military to economic, from individual to regional cooperation. On this basis, there are many new regional cooperation mechanisms. From the view of regional concept: although the Cold War mentality is weakened and the ideological confrontation is weakened, the political mutual trust is difficult to achieve, and the obstacles to the construction of common ideas still exist. It is clear that the transformation of the international system will not be accomplished overnight, nor will the Asia-Pacific regional system. Under the background of the transformation of international system, the transformation of Asia-Pacific regional system presents different characteristics: transformation and continuity coexist. The power structure and institutional cooperation of the Asia-Pacific regional system are consistent with the transformation of the international system, but the formation of the concept of common ownership in the Asia-Pacific regional system is more difficult than the transformation of the international system. As a rising power, China not only has a great influence on the transformation of the international system in the aspects of power structure and institutional cooperation, but also is a key variable in the transformation and continuation of the Asia-Pacific regional system. China must pay attention to scientific development, strengthen national strength, advocate regional cooperation, promote the right to speak, promote cultural consensus, and enhance national soft power.
